Why the Work is Being Done DLMC is a pan-Defence digital transformation programme to deliver a modern, integrated learning and management capability to supersede two legacy systems: TAFMIS and DLE. Work to in-house TAFMIS and DLE to the MOD from industry is now complete, which gives us full access to the knowledge of the people that run them, and the people that support the business to operate them. The programme now needs to validate the DLMC Digital Service Design and Solution Architecture within the context of operating live services and provide the evidence to inform a Business Case for the development phase Problem to Be Solved 1. Technical architecture design, specifically application and data architectures. 2. Transition architecture definitions (business, application, data and technology) building from legacy systems. 3. Generate and analyse options for digital services development by validating the Service Design and delivery options in line with GDS standards. 4. Identify time, cost, quality information for all options ensuring confidence in achievability of the recommended option. 5. Produce an actionable development plan/roadmap for the recommended option and supporting evidence, working with the Programme to determine an agile assurance approach. 6. Business Architecture design and development. Understand Defence training systems landscape and dependencies on related Projects/Programmes. Who Are the Users a. The main users of the system are training schools in the MoD to manage the training. b. A central group that is responsible for creating the courses and reporting on the training for MIS purposes. c. Instructors who use the system to view course schedules, activities and allocations. d. Trainees who use interact with the systems. Early Market Engagement Work Already Done The DLMC Programme conducted a Discovery/Alpha phase in 2018 which provided a High-Level Solution Design and a summary of DLMC’s digital services. The Programme now has access to its legacy systems and the people that operate them. These outputs need to be validated within the context of operating TAFMIS and DLE to enable Defence to gain approval to move away from these legacy systems. Existing Team The selected Partner will be working with MOD Crown Servants and independent contractors that are already working on the programme, and delivering live services in both Andover and Corsham. Current Phase Discovery Work Location The work will be based predominately in Andover however frequent travel to Corsham will be required. Travel to centres of training provision and other sites on the UK Defence estate may also be required. Expenses are to be in accordance with MOD Statement of Business Travel Guide, Fuel costs will not be granted for travel between home and Andover. Working Arrangments 1) Partner team to work on site in Andover (and occasionally in Corsham) on MODNet for a minimum of four days per week (Monday to Thursday). 2) There will be a requirement for working at remote MOD sites. 3) The Partner will need to work closely alongside existing teams in Army HQ and ISS as well as external stakeholders (i.e. ISS and MOD Scrutiny, GDS, the user community) to deliver the required outputs. Security Clearance SC clearance is required for all resources representing or provide by the supplier. The Authority will not sponsor SC or DV clearance. Clearances must be in place from the start of any contract and remain valid for the duration.
