Why the Work is Being Done The Home Office requires Technical Project and Programme Management support services offering extensive skills and experience delivering changes to core infrastructure. The balance of work will be roughly 90% project and 10% programme management. They will support the infrastructure teams within the DDaT (Digital Data and Technology) Directorate in their ongoing operation of the Home Office's ICT platforms and services. Utilising a blend of Agile and Waterfall methodologies, the service provider will support core infrastructure teams to implement and transition changes to a range of systems that are overhauling corporate technology across the Home Office. Problem to Be Solved Applying appropriate methodologies (DSDM, Prince2, Scrum), Technical PMs will be responsible for matrix managing teams of technical specialists to produce business cases/PIDs, monitor and communicate governance information, progress against plans (including financials), manage and where appropriate escalate risks/issues, track dependencies, ensure internal change/handover processes are adhered to etc. In addition to supporting Technical PMs, the Technical Programme Managers are required to ensure co-ordination/prioritisation of projects, resource and budgets to ensure that the required change is delivered, that correct governance procedures are enacted by the PMO, internal/third party dependencies are appropriately managed, senior stakeholders are consulted/updated. Who Are the Users Users of internal and external facing Home Office systems and services. Early Market Engagement Work Already Done The remit covers a range of work with some programmes / projects in their early stages (initiation / foundations). During this engagement it is anticipated that further work will be added to the pipeline, requiring end-to-end lifecycle management. Existing Team The successful supplier will be responsible for providing Technical Project Management (roughly 90%) and Technical Programme Management (roughly 10%) services, reporting to senior stakeholders including the Head of Programmes and Project Delivery, Directors and Deputy Directors within DDaT. The service provider's resources will also be required to work alongside, engage and collaborate with a range technical architects, engineers and suppliers delivering works for internal and external customers. Current Phase Not applicable Work Location Work will be carried out from a Home Office location, primarily in Salford. Some travel may be required to other Home Office sites. Where resources are based at the Home Office location in Salford, and where infrequent travel is required to other sites, reasonable onward travel expenses will be paid, in line with HO travel policy (excluding subsistence). Working Arrangments The supplier will be required to collaboratively work on site (5 days per week to allow sufficient stakeholder engagement and support to be provided). Supplier costs must be inclusive of all expenses. Supplier will be required to use the current Home Office timesheet system to provide time sheet information to I&P Finance on a weekly basis. The supplier will be required to report to the Head of Programmes and Project Delivery (or nominated representative), work collaboratively with live service representatives and report progress to required stakeholders within DDaT and their customer base. Security Clearance All staff must have SC level security clearance prior to starting work. Staff not in current possession of SC security clearance must be willing to undergo and capable of achieving SC security clearance. Additional T&Cs Individual statements of work may be arranged on a fixed price, T&M or capped T&M basis. Travel expenses in line with Home office Travel Policy (excluding subsistence). Skills & Experience Delivery of significant technical infrastructure changes in areas such as: WAN/LAN/Wireless networking; Data Centre, On-Premise, Hybrid infrastructure implementation / transition; Cloud implementation/transition (PaaS, SaaS, IaaS); Network and hosting security. Setting up and operating: Programme governance processes; Programme budgets; PMO teams Management of projects and programmes of varying sizes and geographical locations (UK). Delivery of a number of concurrent Technical Projects / Programmes. Project Management methodologies such as Agile (DSDM, Scrum), Prince2 in the context of technical infrastructure projects Programme Management methodologies such as SAFE, MSP in the context of technical infrastructure projects.
