Why the Work is Being Done "The R&R Programme has been established to undertake the significant work that needs to be carried out to protect and preserve the Palace of Westminster and ensure it can continue to serve as home to the UK Parliament. The Programme is currently part of the House of Commons Strategic Estates directorate, supported by the Parliamentary Digital Service. The Programme will become part of the Delivery Authority in due course. The outcomes are required to enable the existing Parliamentary Digital Service to prioritise support of R&R Digital Team as R&R design, develop and deliver their discrete Data & Digital Service." Problem to Be Solved The existing Parliamentary Digital Service team are unable to prioritise support to the R&R Programme; these outcomes will alleviate that issue and allow the delivery of the R&R Digital Service to maintain the priority the programme requires. Who Are the Users As the R&R Digital Service Team, we need support from Parliamentary Digital Service (PDS) to deliver the outcomes detailed below, as we progress the design, development and delivery of the R&R programme's digital service. To provide this support to us, PDS needs specific support so that the R&R delivery stays on track and is not subject to further delay. Early Market Engagement Work Already Done Existing Team "The required team will work with the existing R&R Digital Team (small footprint) and the existing Parliamentary Digital Service team (significantly larger). Existing R&R Digital Team includes a Delivery Director, Service Delivery Manager, and Programme Manager for this Programme." Current Phase Not started Work Location Parliamentary Estate, SW1 London. Working Arrangments "We expect the team to work onsite 5 days weekly, as required for face to face meetings and engagement with the R&R Digital Team and with the existing PDS Digital Team. Expenses will not be paid." Security Clearance Parliamentary (not Government) Security Clearance is required and will be organised by PSD (Parliamentary Security Department). Additional T&Cs The UK Parliament Mandatory Terms for External Contract Arrangements will also apply. Skills & Experience 5 years+ experience of Azure and/or Office 365 5 years+ experience of Cloud services Deep understanding and knowledge of AD/Azure AD Identity and Access Management Capabilities Previous in-depth experience of Office365/SharePoint migrations containing Restricted data. Previous in-depth experience of Dynamics365 development and Work, Interaction, Workflow & Case Management capabilities and solutions. Nice to Haves No. of Suppliers to Evaluate 5 Proposal Criteria Technical Capability (including skills & experience across all required outcomes) Technical Capacity (including resource availability and forecasting/planning) Approach and Methdology (including needs identification, mobilisation, QA, replacement resources) Value for Money Cultural Fit Criteria No-Blame culture and learning from mistakes. Working environment experience (ideally, but not essential, with Houses of Parliament and/or PDS). Working as a team with PDS, R&R Data & Digital and the R&R Programme. Active Stakeholder Management.
