Tender description
Network Rail is looking to explore innovative approaches to the delivery of occupational health and well-being services. In addition to the above Network Rail will require an IT Platform which may be provided by the supplier or Network Rail. Lot 1: Occupational Health: full remit of delivery, including a managed service option; Lot 2: Drugs and Alcohol, including testing and rehabilitation service; Lot 3: Physiotherapy; Lot 4: Display Screen Equipment (DSE); Lot 5: Back to work rehabilitation services; Lot 6: Combination of the above, if provided in-house, but not third party. This is an opportunity for organisations to express an interest. This will serve as part of our pre-market engagement and therefore active participation is a key element for success. As part of our market engagement, we will be seeking. Feedback through a Survey which will be sent to those organisations that express an interest in response to this PIN. Occupational Health (OH) services have the capability to deliver a range of benefits to the health and well-being of all those within Network Rail. The principal goal is to deliver an occupational health programme that equips managers with the tools and skills they need to manage the health of employees. The arrangements available are to assist with the management of health risks at all stages from pre-employment to retirement. Services are delivered using the most appropriate method, determined either by the product type or clinical review of the referral: online; telephone; or face-to-face. The core elements of the services: — manager support service and medical help desk, — pre-employment health screening, — management referrals e.g. attendance management assessment, case management/review and ill health retirement service, — medication enquiry service, — drug and alcohol testing for Sentinel cardholders/safety critical workers, — health assessment, — health surveillance, — post exposure medicals, — vaccinations, — weight management, and — health promotion activities tailored to Network Rail’s strategic objectives. Drugs and alcohol testing is to be carried out as per Network Rail’s standards, including: — pre-employment, — unannounced, — periodic, — for-cause or post-incident. It is expected that a rehabilitation service is available to all Network Rail employees who have voluntarily declared to their manager a drug and/or alcohol problem and this declaration has not been made in consequence or anticipation of ‘for cause’, random or other screening or testing for drugs or alcohol. The aim of the service is to have more robust supportive rehabilitation programme to support these individuals who have disclosed to line management difficulties with substance misuse; and thus be able to support an individual through their rehabilitation programme with associated follow up testing to ensure abstinence. Network Rail requires a work focused innovative and integrated physiotherapy service that delivers a reduction in incidence of musculoskeletal ill health within its business. This is achieved through evidence based treatment options, case management and a range of innovative services tailored to Network Rail’s need that achieve fast and sustained return to function for our employees. scope of services include: — physiotherapy telephone based assessment: a telephone assessment, where the employee is guided through a detailed bio-psychosocial physiotherapy subjective interview. Following the assessment, the employee will be referred to either the remote management treatment pathway, Face to Face (F2F) treatment pathways, escalated for medical review or referred to more appropriate interventions including functional restoration programmes.
