Tender description

North of England Commissioning Support (NECS) is a commissioning support service hosted by NHS England and is managing this procurement process for and on behalf of NHS England (North) Yorkshire and the Humber (NHSE). Under the co-commissioning arrangements NHSE has delegated the responsibility for the commissioning of primary medical care services to NHS Leeds Commissioning Group (CCG). NHSE and the CCG are proposing to commission a GP practice for patients registered at The Light Surgery. The contract will be for an initial period of 5 years with the option to extend by 2 further years. The procurement is for a contract term of 5 years with the option to extend for a further 2 years all subject to satisfactory contract performance at the discretion of the commissioner. NHS England has a set price of 86,63 GBP without out of hours for the capitation payments per weighted patient. This is equivalent to the General Medical Services (GMS) price. This capitation payment is designed to cover the essential and additional services element of the contract as per the NHS (General Medical Services Contracts) Regulations. The successful bidder will be eligible for an annual uplift to the set price of 86,36 GBP per weighted patient in line with the national uplift to GMS contracts. This will apply from April 2019. Patient list sizes will be reviewed on a quarterly basis. For each additional weighted patient in excess of contracted levels the successful bidder will be paid at the GMS rate applicable at the time less out of hours opt-out. e.g. currently 86,36 GBP. For each weighted patient below contracted levels an equivalent deduction will be made. In addition to capitation payments the practice will be eligible for DES, extended access, QOF payments, minor surgery and quality incentive scheme in line with GMS contracts. They will also be eligible for re-imbursement of Rent and Rates on current premises as per the NHS (general medical services premises costs) directions. The Contracting Authority holds a transitional budget of 135 000 GBP in year 1, and 67 500 GBP in year 2 to support the preferred provider to deliver the new specification and any service redesign needs. The weighted patient list is 11 672 as of October 2018. This service are currently being delivered from The light surgery balcony level, The Light The Headrow LS1 8TL
