Tender description

Nottinghamshire County Council is seeking a suitably experienced provider to deliver low level mental health support services within Nottinghamshire under a single provider Framework Agreement. This agreement will replace an existing service contract which is expiring. The provider will have experience of: — working with people with mental health difficulties in community-based settings, — developing professional relationships across the complex system of health and social care services, — supporting difficult to engage service users to achieve positive outcomes. The service specification does not include the delivery of personal care and Care Quality Commission (CQC) registration is not required. The Framework will be established to provide the mechanism for purchasing non-clinical mental health support services to support the local mental health system to meet a range of national and local strategic aims and policy expectations around prevention, personalisation, self-care and community-based support. All services purchased through this Framework will work alongside and complement statutory health and social care provision. Services provided under this Framework will not be commissioned to provide accommodation, deliver a statutory homelessness response, or respond to emergencies. In addition to establishing the Framework Agreement the Council will enter into contracts for 4 call-off orders: 1) Community Based Mental Health Support Service – Nottinghamshire excluding Bassetlaw 2) Community Based Mental Health Support Service – Bassetlaw. These services will support people aged 18 and over with a diagnosed mental health condition. They will provide person-centred support that will work alongside clinical and other statutory services and will support people to address immediate issues around housing and money, and work with people to develop the knowledge, skills and confidence to pursue broader goals (e.g. around healthy lifestyles, social connection or employment) with the aim of achieving better mental and physical health and well-being, increasing independence and reducing reliance on services. The services will be available Monday to Friday. 3) Crisis Response Service – Nottinghamshire excluding Bassetlaw; 4) Crisis Response Service — Bassetlaw. These services will support people aged 18 and over with a diagnosed mental health condition who are in contact with Crisis Resolution and Home Treatment teams (CRHTs) or who are acute mental health patients. The services are will be commissioned to provide non-clinical, person-centred support that will work alongside clinical and other statutory services. They will support people to address immediate issues around money and housing that are causing stress and compounding mental health crisis, increasing likelihood of admission to hospital or that need resolving to enable hospital discharge. As a minimum, the services shall be available during normal working hours from Monday to Friday.
