Tender description

The European Union’s PEACE IV Programme, agreed by the Northern Ireland Executive, the Irish Government and the European Commission is designed to support peace and reconciliation in Northern Ireland and the border region. Derry City and Strabane District Council is tasked with contributing to 7 of the Programme’s 4 core themes, as follows: 1) Support for marginalised Children and Young People; 2) The provision of new Shared Spaces and Services; and 3) Projects that will build positive relations with people from different communities and backgrounds. This invitation to tender is for the delivery of the PEACE IV Thematic Youth Let’s Talk Programme. This lot must specifically focus on young people having the opportunity to openly discuss equality of opportunity for young people with a disability and the impact that perceived limitations about disability can have on disabled young people. The outputs required for each lot are as follows and must be achieved by January 2020. 1) Develop, promote, recruit, deliver and manage a let’s talk programme specific to the lot tendered for; 2) Keep accurate records of feedback and discussions and provide a report to Council Officers for use in shaping future Youth programming; 3) Recruit a minimum of 123 young people aged between 12-24 years old (participants) who must spend a minimum of 26 hours together over at least 6 months as one or more than one cross-community group(s). Please note: for example, if you are applying for 2 x lots you must recruit 246 young people unique to the specific lot. 4) The participants must be unique PEACE IV participants and should fall into the following parameters in terms of their perceived community background: — 48 % Catholic/Nationalist/Republican, — 48 % Protestant/Unionist/Loyalist, — 4 % Black and Minority Ethnic groups/Other. 5) Complete a minimum of 123 pre-programme questionnaires and a minimum of 123 post-programme questionnaires with participants for each lot tendered for. The questionnaires must be conducted at least 6 months apart and the post-programme questionnaire must be conducted after at least 26 hours of contact time. (Both questionnaires are supplied by Council). The young people who complete a minimum of 26 hours contact time with the group over at least a 6-month period are known as participants. The 6 month period begins once the participants have completed a pre-programme baseline questionnaire and ends when they complete a post-programme questionnaire, both of which will be provided to you by Council. These questionnaires will measure progress on 14 specific target programme-wide peace and reconciliation outcomes as follows: — 7 % increase in the % of project participants who think relations between protestants and Catholics are better than they were 5 years ago, — 8 % increase in the % of project participants who think relations between Protestants and Catholics will be better in 5 years, — 8 % increase in the % of project participants who know about the culture of minority ethnic communities, — 5 % improved understanding of people’s own and other’s heritage and culture, — 5 % improved tolerance, respect and celebration of cultural diversity, — 5 % improvement in attitudes towards cross-community and cross-border activities, — 5 % improvement in level of contact with other communities and ethnic minorities, — 5 % improvement in level of trust and tolerance, — 5 % decrease in level of prejudice, — 5 % increased sense of belonging and involvement in civic life and local communities by participants, — 5 % improved capacity and confidence of participants in addressing sectarianism and racism and positively influencing wider attitudes within their communities, — 5 % increase in participants who socialize or play sport with people from a different religious community, — 10 % improved confidence to use and share ‘new’ spaces used during the project, — 10 % improvement in perception of spaces used during the project as ‘shared’.
