Tender description
Oracle development services framework. The required work will be enhancements of our existing clinical systems, including our electronic patient care record, in particular enhancements to our endoscopy reporting system. The contract is for a 6 month period initially and further work may be awarded under this contract, up to a maximum of 36 months or expiry of the contract whichever comes first. This contract will expire on the 31.5.2022. Person specification: The work will require a highly skilled Oracle Developer(s) with at least five (5) years oracle development experience. Including as a minimum: — significant development experience of oracle database version 11gR2, — Oracle Forms 10g deployed on Linux application servers, — Oracle PL/SQL to an advanced level, — creation, storage and rendering of rich text documents, utilising healthcare interoperability standards, — extensive knowledge of HL7 and other messaging mechanisms used within the NHS, — Oracle APEX version 4, CSS, JQuery and JavaScript, — extensive knowledge of Healthcare systems and NHS commissioning datasets and standards, — excellence in communication skills is expected. The required work will be enhancements of our existing outpatient system, specifically in relation to the creation of clinical documentation aligned to NHS transfers of care specifications. It is expected that the requirement will be for approximately 50 days of development. Due to the nature of this work, these days will not be contiguous. It is expected that resource will be provided in blocks of 10-15 days over a 6-9 month period. Exact dates will be agreed with the supplier. These are expected to be between April and November 2019. The contract is for a 12 month period initially and further work may be awarded under this contract, up to a maximum of 36 months. This contract will expire on the 31.5.2022. Person Specification: The work will require a highly skilled Oracle Developer(s) with at least 5 years Oracle Development experience. We have the requirement for a highly skilled and experienced Oracle Developers(s) to develop systems using Oracle APEX and support our in-house software development team at York Hospital. The majority of the development can be undertaken remotely, but there is an expectation of regular attendance on site. The frequency of on-site presence will vary based on the needs within the project, but is expected to be at least 2 days per month. Development takes place in an agile, user focused environment and as such requirements are still emerging. Fully detailed development specifications will not be supplied. The successful bidder will work with our development team and other stakeholders to finalise the specifications and so should be fully experienced in all aspects of the software development process. The required work will be: 1) Migration of existing Oracle Forms functionality to Oracle APEX (version 18); 2) Upgrade of existing APEX functionality to use the Oracle Universal Theme; 3) Design and consultancy of ORDS environment to publish REST API’s; 4) Enhancement of APEX modules to consume REST API’s; 5) Building of new APEX modules. The contract is for a 150 developer days initially. In order to meet the expected timescales this will require 2 developers for some of this time. Further work may be awarded under this contract, up to a maximum of 36 months. This contract will expire on the 31.5.2022. Skills Specification: The work will require a highly skilled Oracle Developer(s) with at least 5 years Oracle Development experience. Including as a minimum: — significant development experience of Oracle Database version 11gR2, — Oracle Forms to APEX migrations, — Oracle PL/SQL to an advanced level, — advanced experience of APEX development in high volume deployments, — extensive knowledge of REST API’s and ORDS, — CSS, JQuery, JavaScript, Apiary.
