Tender description

On behalf of the Government of Tanzania and Development Partners supporting the Education Programme for Results (EPforR) programme DFID Tanzania wishes to invite interested Service Providers (SP) to provide technical assistance to the government of Tanzania to support the implementation of the EPforR extension for the 2019 and 2020 (Phase I I). DFID’s support to the Tanzania Education Program for Results (EPforR) includes a Technical Assistance Support (TAS) service package. The first phase of this package commenced in May 2015 and ends in December 2018. A new phase is required to cover the 2-year extension from April 2019 to December 2020. The selected service provider will provide technical assistance to the key GoT authorities involved with EPforR in the education sector to support them to: (i) implement the PforR programme approach with embedded DLIs, including facilitation of a smooth interface between the Government of Tanzania and the development partners; and (ii) undertake capacity building, planning and systems strengthening activities, including providing a wide range of education policy advice to the government, aiming to improve the overall quality of basic education service delivery; and (iv) manage the piloting of measures to understand ‘what works’ in supporting increased access to school for children with disability and reducing the use of violence in schools. The Ministry of Education, Science and Technology (MoEST), including its parastatal organisations, and the President’s Office – Regional Administration and Local Government (PO-RALG) will be the principal recipients of technical assistance. The TAS will support both these ministries in executing activities to implement the EPforR programme and support the continuation and institutionalisation of the results-based performance management approach within the Tanzanian public education sector.
