Portsmouth City Council — the ‘Authority’: is seeking to establish a multi contractor Framework Agreement consisting of specialist demolition contractors for the delivery of demolition works within Portsmouth and the surrounding sub-regional area. Award of the agreement is targeted for September 2019 with commencement immediately following. Most project works let via the agreement will fall between a value range of 20 000 GBP and 250 000 GBP with average value estimated of 150 000 GBP. The Authority is keen to engage with specialist demolition contractors to stimulate market interest, gain market information and obtain feedback in respect of its envisaged tendering and contracting strategy. In order to gain a level of structured consistent feedback the Authority would ideally like interested contractors to complete and return a feedback form by close of play 24.6.2019. An information session will be held at the Civic Offices on Thursday 20th June, 9:30 — 11:30. Portsmouth City Council — the ‘Authority’ — is seeking to establish a multi contractor Framework Agreement consisting of specialist demolition contractors for the delivery of demolition works within Portsmouth and the surrounding sub-regional area. The agreement will run for a period of 4 years with the option to extend by a further 2 years, during which individual call off contracts may be let on a project by project basis. There will be no upper or lower value constraints in respect of project contracts let by via the framework. However, most works will fall between a value range of 20 000 GBP and 250 000 GBP with average value estimated at 150 000 GBP. Award of the agreement is targeted for September 2019 with commencement immediately following. The Framework Agreement will be established via evaluation of tenders submitted for the demolition of Edinburgh House, approximate value 200 000 GBP with onsite works commencing end of September 2019 and completed by late-December 2019. The successful contractor plus the next ranking contractors up to a maximum total number of 10 will be appointed onto the framework agreement. It is proposed that the framework will be subdivided into 2 contractor tiers, being: — a primary tier consisting of 6 contractors who will engaged to deliver typical projects in terms of scope, approach, value, etc., — a secondary tier consisting of a maximum of 4 contractors who may be engaged on a contingency basis and/or invited to submit bids for non-standard works in terms of value, approach, type, geographical area, etc. The Authority is keen to engage with specialist demolition contractors to stimulate market interest, gain market information and obtain feedback in respect of its envisaged tendering and contracting strategy. Further information and a copy of the feedback form can be accessed via the Authority's e-sourcing solution InTend: https://in-tendhost.co.uk/portsmouthcc/aspx/Home The agreement may be used by all of the Authority's service areas/departments however it will be predominantly utilised by the Authority's Housing, Neighbourhood and Buildings Services section. Based upon previous demand and its forthcoming capital programme the Authority estimates that it may let approx. 1 000 000 GBP worth of project works per annum. However, it should be noted that this value may fluctuate significantly in the event of changes in technology, access to funding, legislation, best practice developments and unforeseen emergency situations. All public sector bodies situated within the following counties will be able to access the agreement to let relevant works projects either directly or using the Authority to act on their behalf: — Hampshire, — Isle of Wight, — Surrey, — West Sussex, — East Sussex. The Authority is not able to provide any guarantees or accurate estimates on likely take up by further bodies and cannot provide significant detail in respect of demand for particular work activities, specification approaches, works value, etc. The agreement will be established through an OJEU advertised procurement process in accordance with 'Open' procedure as set out within the Public Contracts Regulations (2015). The Authority will let the agreement and associated live project works in accordance with the following programme: — publish prior information notice: 7.6.2019, — market engagement session: 20.6.2019 at 9:30, — OJEU published: 11.7.2019, — ITT published: 15.7.2019, — tender return deadline: 14.8.2019 by 12:00, — standstill period: 7.9.2019 — 16.9.2019, — award: 17.9.2019.
