Tender description

The University has created an alliance arrangement using the new NEC4 Alliance Contract. The University is in the final stages of appointing the design led consultancy, contractor and hard facilities management service providers (the Alliance partners) required to deliver the Campus Plan. The aim is for all Alliance Partners to work towards a common goal within a culture and ethos of partnering and trust. The University now needs to appoint a: — company to provide a Programme Alliance Manager (Lot 1) to manage the overarching Alliance programme of works and operation of the Alliance, and — a company to provide Scheme Alliance Managers (Lot 2) to manage the delivery of individual schemes or groups of smaller schemes. Companies may also be required to provide ancillary project/cost/quality management services to the Programme or Scheme Alliance. Further, detailed information about the Alliance, it’s method of operation and the requirements of the roles is contained in the tender pack. The University now needs to appoint a company to provide a Programme Alliance Manager (Lot 1) to manage the overarching Alliance programme of works and operation of the Alliance. The main duties of the Programme Alliance Manager will be: 1) Programme management; 2) Establishing and maintaining communication systems; 3) Monthly reporting and administering meetings; 4) Authorisation of schemes and incentives; 5) Problem resolution; 6) Performance improvement; 7) Other duties agreed by the Programme Alliance Board. Companies may also be required to provide ancillary project/cost management services to the Programme Alliance, either through the Programme Alliance Manager or through separate individuals on an ad-hoc basis. These ancillary services may include, but not be limited to: — project planning/scheduling services, — cost management services, — quality control services. Further, detailed information about the Alliance, it’s method of operation and the requirements of the role is contained in the tender pack. The Programme Alliance Manager contract will be for a period of 3 years with options to extend for up to 11 years in periods of 3 years each with a final option to extend for 2 years i.e. 3 + 3 + 3 + 2 years. Extensions will be subject to satisfactory performance and at the sole discretion of the University. The successful tendered will be required to enter in to the NEC4 professional services short contract. Companies may also be required to provide ancillary project/cost management services to the Scheme Alliance, either through the Scheme Alliance Manager, or through separate individuals on an ad-hoc basis. These ancillary services may include, but not be limited to: — project planning/scheduling services, — cost management services, — quality control services.
