Tender description

Lancashire County Council (the Council) is inviting tenders for investment management and investment fund management services to be provided to the Council and its wholly owned subsidiary Lancashire County Developments Limited (LCDL) in relation to the Rosebud Fund. Rosebud is a finance loan and equity funding scheme provided by the Council and LCDL for growing businesses in Lancashire. This tender is for the establishment of a single provider contract whereby the successful tenderer will be asked to provide the services outlined in the contract documentation of this tender from 1.4.2019 for a period of 5 years. This tender is for the establishment of a single contract for the provision of an Investment Fund Management service for the Rosebud finance scheme. Rosebud finance (Rosebud) is loan and equity funding for growing businesses in Lancashire County Council's (the Council) administration area, provided by Lancashire County Developments Ltd (LCDL), which is a wholly owned subsidiary of the Council. The fund management service will work closely with the sector lead bodies of LCDL to support the economic activities of the company and the Authority's Corporate Communications in the promotion of Rosebud. A specification will be provided for the contract outlining the requirements on which the suppliers may bid. The contract will require providers to agree to the achievement of outputs and outcomes related to the investment of funds and the subsequent growth achieved by the organisations, and to comply with any requirements related to LCDL funding. All of the requirements will be detailed within the tender documentation.
