THIS SOFT MARKET TEST EXERCISE IS NOT A CALL FOR COMPETITION. Rochdale Borough Council is researching the market and considering options for a Hybrid Mail Off-Site solution. The soft market test brief outlines the general background to Rochdale's requirements for an all-inclusive bulk printing and mail fulfilment service. The current Hybrid Mail Solution has been in place since November 2016 and has developed over time to utilise functionality including but not limited to a customer portal.
