Tender description

Appointment of a suitably qualified consultant/specialist to assist Thirteen in designing, developing and implementing an appropriate OJEU compliant partnering contract/framework to deliver the bulk of Thirteen’s capital delivery programme over the next 5 years (2020-2025). The consultant should be able to demonstrate proven experience and a track record of developing such contractual arrangements with the ability to provide excellent project management throughout the transition. The consultant will work alongside our in house procurement team and delivery team in helping to shape the new delivery model, including defining the employer’s requirement, and lead in the production of appropriate documentation to support and underpin the new partnering arrangement. The consultant will be expected to have suitable experience in order to act as a critical friend throughout i.e. both pre and post contract, and will be expected to project manage this piece of work within our preferred governance arrangements which may include a project board. Following successful appointment of the partnering contractors, the consultant will remain a part of the project team (Phase 2) and act in the capacity of a quality assurance consultant to ensure that partners perform in line with the client’s requirements and terms of the contract. The consultant will be expected to advise on an appropriate arrangement which allows for the client’s requirements to be delivered upon. Thirteen expect to appoint a maximum of 2 principal contractors within the partnering framework with expenditure likely to be in the region of 100 000 000 GBP over the 5 years which Thirteen will attempt to profile and distribute evenly over the term of the contract. The work content will be made up of all aspects of property refurbishment including complex buildings which will require multi-disciplined teams capable of providing a ‘one-stop shop’ service to the client with minimum complication and without the need for additional procurement activity. It will also include improvements to the surrounding estate and the new approach will very much focus on a place making impact, ensuring that the impact of our investment is noticeable from all angles and is seen and felt by the customers we serve.
