Barnsley Metropolitan Borough Council (The Council) is looking to re-procure an environmental enforcement contractor to support the on-going work within the Town Centre only. The provider will form part of a Town Centre team where they will carry out an ambassador role within the Town Centre dealing with a range of environmental offences whilst also offering support and guidance to residents, visitors and businesses within the Town. The contract will be based on provision of the services based on retention of a portion of the value of each paid fixed penalty notice (FPN), so at zero cost to the Council. The environmental enforcement officers provided by the service provider must be able to proactively issue tickets for littering and dog fouling offences from the contract start date with a view to expanding the tickets issued into other areas such as commercial waste, duty of care offences and the support during a range of operations such as Waste Carrier operations. The environmental enforcement officers must be provided with uniform and all equipment required allowing them to deliver the services outlined effectively. The appointed service provider will be responsible for the electronic administration of all fixed penalty notices issued and follow up to the point of production of single justice packs for non-payment for the Council to progress to Court. The Council’s requires this to be a cost neutral contract so the awarded provider will be responsible for all equipment, staffing and operational costs to deliver the services outlined. Payment for the services will be based on the provider retained a proportion of the value of each paid fixed penalty notice issued.
