Who Speclialist Work With The NLEDP existing team is a multi-disciplinary agile delivery team plus Business Change, Business Design, Data Migration, Technical Architecture and Service Architecture & Transition teams. These teams are comprised of civil servants, contractors and third party partner providers. NLEDP sits within the Police and Public Protection Technology (PPPT) Portfolio. Similarly the in-house Enterprise Services support team is a mix of civil servant, contractor and third party partner providers. Both PPPT and Enterprise Services teams are part of the HO Digital Data and Technology department. What Specialists Work On Develop and manage delivery of the Transition Approach enabling LEDs implementation, including dependencies across technical, data migration and business change workstreams to meet required cut over acceptance criteria; • Development of Service Design and Transition documentation, and management of the e2e delivery of the service management activities; • Stakeholder engagement activities with HODDaT Enterprise Services, external suppliers, policing and non-policing organisations; • Support commercial teams to source capability gaps and contract changes; • Support technical and security teams through the accreditation process and provide related input. • Member of the Programme’s Senior Leadership Team, reporting directly to the Programme Director. Where the Work Takes Place Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA There will also be a requirement to work at Home Office, 2 Marsham Street, London SW1P 4DF. Early Market Engagement N/A Working Arrangements A typical working day is 9am-5pm, however working outside of these hours may be required due to business/project need. The role requires flexibility as individuals may be required to work at any of the Customer premises and/or at supplier sites. The role is currently deemed out of scope of the IR35 regulations. However, at the point of contract award to a successful supplier, the IR35 assessment will be re-visited based on the individual circumstances of the DOS Specialist. Work Location Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA There will also be a requirement to work at Home Office, 2 Marsham Street, London SW1P 4DF. Security Clearance Must be prepared to obtain SC level security clearance, required for access to Home Office facilities/deliverables, if not already SC cleared. Must also be prepared to undergo NPPV-3 (Non Policing Police Vetting). Additional T&Cs T&S will not be payable for travel to sites within the M25. Travel outside of the M25 will be subject to HO T&S policy . Skills & Experience Expertise managing Transition of Legacy services to successful delivery within a Programme covering the breadth of required workstreams e.g. technical delivery, test, service management, communications, readiness, cutover, early life support Experience of successfully delivering Transition outcomes for national organisations working in complex and highly regulated environments •Experience of shaping and planning the transition activities including governance cycles and dependencies with the wider Programme Roadmap Ensuring the gathering and agreeing of achievable acceptance criteria for transition cutover, support and operations Pro-active management of internal and external controls including (but not limited to) RAID Build and maintain relationships with key stakeholders (external and internal) and manage stakeholder expectations through appropriate communications, reporting, assurance and governance Support the commercial and procurement teams in service contract renewals, changes, extensions and/or new requirements ITIL and Service Management experience in the implementation of a service design for enterprise solutions, applying ITIL processes when transitioning to a range of service groups and/or new capabilities Experience of working in blended, multi-discipline, multi-vendor team environments Ability to engage and influence at senior levels Nice to Haves An understanding of the Law enforcement landscape The design of an integrated organisational structure, role profiles, culture, performance measures, competencies and skills to enable change The overall financial management, control and stewardship of the IT assets and resources used in the provision of IT services Expertise in multiple project methodologies including Agile delivery, Waterfall and Agile at scale No. of Specialists to Evaluate 3 Cultural Fit Criteria Experience of working with public sector organisations such as the Home Office The ability to work within the spirit of the Civil Service code, as at https://www.gov.uk/government/publications/civil-service-code Ability to transfer knowledge & skills to Civil Servant team members Transparent and collaborative when making decisions and recommendations, seeks constructive outcomes in discussions and actively involve colleagues and partners to deliver an outcome Challenge assumptions but remain willing to compromise when it is beneficial to progress Assessment Method Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers Budget range
