As the current Contracting Authority, the Department of Finance (DoF) is reviewing the arrangements for delivery of HR/Payroll and Finance services to the Northern Ireland Civil service (NICS). A programme has been established to carry out the review which will establish new contractual arrangements for the delivery of modern, flexible, forward looking, customer focused HR/Payroll and Finance services. Currently it is anticipated that these arrangements will include enterprise solutions for the management of HR/Payroll and Finance. There are also potential requirements for associated services which may include, but are not limited to, Business Process Operations (BPO), such as payroll, and supporting human resources services such as recruitment and selection. Final decisions on future requirements are yet to be determined. The purpose of this Prior Information Notice is to inform interested suppliers that in due course the Department of Finance anticipates commencing market engagement in relation to this transformation programme. Subject to the findings of this exercise further procurement competitions are expected to be published. It is estimated that the market engagement exercise will commence in September 2019, however this may be subject to change.
