Tender description

The Wirral Ways to Work Programme is part of the wider Liverpool City Region Combined Authority Ways to Work Programme. The Council is seeking a supplier to deliver the Worklessness Support Service which is designed to engage eligible workless young people and adults predominantly within the Council’s catchment area, and support their progression into education, employment and training. This service forms part of the wider Ways to Work programme. The Worklessness Support Service is to be funded from Priority Axis 1 of the European Social Fund (ESF). This funding has not yet been secured and is subject to the Liverpool City Region Combined Authority being successful in its application to the Department for Work and Pensions (as Managing Authority for European Social Fund) submitted in March 2019. The Council is seeking a supplier to deliver the Worklessness Support Service as part of the Wirral Ways to Work Programme. This service will engage and support eligible workless residents, including those furthest from the labour market as part of a wider programme delivered across Wirral and the Liverpool City Region. The programme is an intelligence driven, comprehensive and integrated programme for young people and adults designed to improve personal resilience and progression into sustainable employment (including self-employment). Through delivery of this contract, unemployed and inactive people, including those furthest from the labour market will be provided with an intensive and personalised package of support to help them into sustainable employment. The Ways to Work Programme includes funds from the European Social Fund (ESF) and Youth Employment Initiative (YEI) as part of the 2014-2020 European Structural and Investment Funds Growth Programme in England. The Worklessness Support Service is to be funded from Priority Axis 1 of the European Social Fund (ESF). This funding has not yet been secured and is subject to the Liverpool City Region Combined Authority being successful in its application to the Department for Work and Pensions (as Managing Authority for European Social Fund) as submitted in March 2019. This contract is therefore dependent on external grant funding. A decision on the award of this grant funding is yet to be received by the Council at the time of this OJEU Contract Notice being published. Bidders are therefore reminded that responses made are entirely at their own risk, and the Council will not be liable for any costs incurred by unsuccessful Bidders or any costs incurred by a successful bidder prior to the signature of a contract. The successful supplier will be expected to achieve a range of outputs in relation to targeted groups to be engaged and supported via the Worklessness Support Service, which are likely to include but not limited to participants who are: — male/female, — unemployed (including long term unemployed), — inactive, — over 50 years of age, — from ethnic minorities, — with disabilities, — without basic skills, and — living in a single adult household with dependent children. From these targeted groups the successful supplier will be expected to achieve a range of results, which are likely to include but are not limited to: — unemployed participants into employment (including self-employment), — inactive participants into employment or job search, — participants gaining basic skills, — participants in employment/self-employment 6 months after leaving, and — participants receiving childcare support. It is anticipated this contract is for a period of 22 months, but this is subject to extension by the Council in its absolute discretion. The initial contract value for the contract is 1 725 000 GBP: further details relating to the contract value can be found within the invitation to tender. The programme will be subject to independent audit and/or evaluation and the supplier will be expected to co-operate in any audit and/or evaluation. Tenderers are notified that the contract value stated within this notice includes (in addition to remuneration for the services provided in accordance with the contract): — 123 750 GBP in ring-fenced funding relating to the Employability Fund to provide individual participants with goods and services.
