Tender description

The purpose of this notice is to inform potential suppliers in the market of the potential future requirement for foreign language assessments that the Defence Requirements Authority for Culture and Language (DRACL), may be looking to advertise in the near future, for the provision of an appropriate assessment method for assessing foreign language proficiency in the skills of listening, speaking, reading and writing. The assessment will determine each candidate’s Standardised Language Profile (SLP) in line with the levels detailed in the NATO Standardisation Agreement (STANAG) 6001 framework. A competitive process will take place, via the Crown Commercial Services (CCS) Managed Learning Services Framework (RM3822). DRACL is looking for an organisation capable of designing and delivering foreign language assessments (with appropriate quality assurance) for MOD foreign language students and practitioners. Currently there are 4 assessments a year held at MOD Shrivenham assessing approximately 400 students and practitioners across 40 different languages. However, we welcome new ideas on how the assessment might be delivered. Potential suppliers must have the ability to deliver occasional out-of-session assessments in other UK locations and, potentially, overseas. During the competitive process, bidders will be expected to provide details of how they would assess individuals in the four skills at the NATO STANAG 6001 levels of survival, functional, professional and expert.
