Tender description

This market sounding briefing and questionnaire, is being issued by Network Rail (NR) to welcome the supplier market to engage and contribute to the establishment of dedicated services for training analysis and design and materials development, namely: — analysis and design, — design and development, and — training analysis and design and materials development. The above requirements incorporate traditional classroom-based learning and learning materials, and multi-media offerings including eLearning, photographic, simulation and various digital methods. Analysis and design and materials development is an end-to-end service, for which the NR is keen to develop a partnership relationship with those suppliers deemed capable of service delivery on this basis. The purpose of this Periodic Indicative Notice (PIN) is to help inform the Contracting Authority (Network Rail) of the current market conditions and assist in developing a strategy for procuring such service. This market sounding briefing and questionnaire, is being issued by Network Rail (NR) to welcome the supplier market to engage and contribute to the establishment of dedicated services for training analysis and design and materials development, namely: — analysis and design, — design and development, and — training analysis and design and materials development. NR does not currently have a consistent model for procuring training and analysis and materials development services. NR is therefore looking to address this gap by establishing a procurement model for these services which is flexible, agile, and value adding. The responses to the questionnaire provided will be synthesised to identify key market themes, to be shared internally with key stakeholders and any appropriate advisors, to both further inform the procurement strategy. This Market Sounding is not itself a call for competition under any EU procurement process (whether pursuant to the Public Contracts regulations 2015, the Utilities Contracts Regulations 2016, the Concession Contracts Regulations 2016 or otherwise). NR does not commit itself to commencing any such procurement process. Any comments, indications of interest, participation or non-participation by any party in response to this market sounding will not influence the selection and/or award decisions comprised in any future procurement process, nor will it be taken as a potential supplier’s committed position. All responses will be carefully considered but will not bind NR to any particular approach. Learning needs analysis forms the foundation of NR's work and provides the data to determine what our people’s learning and development requirements are. The provision of role and task analysis is also key in order to determine and evidence NR employees learning and development needs in a specific scenario. This analysis informs the NR training design. Key analysis and design themes include: — learning needs analysis, — learning solution design, and — standards and quality assurance. NR is keen to develop partnership relationships with those suppliers deemed to possess the capability to provide solutions to support large technological type programmes and This requirement concerns the development of the training materials in accordance with analysis and design outputs.
