Medway Council the Contracting Authority are seeking to appoint a suitably qualified consultant to provide support in the management of heating servicing and installations to the councils domestic rented and sheltered accommodation and is to be responsible for ensuring that the assigned operational delivery service provider(s) operate within current legislation. This is to ensure the client has fulfilled their legal and ethical obligations as a landlord. The scope of works covers, but is not exclusive to, the following heating systems: — domestic, communal and commercial gas, — domestic, communal and commercial oil, — electric heating, — solid fuel, — renewables. The provision of safe homes is one of the key tasks facing social landlords in delivering housing management services to residents. A non-compliant property could potentially be unsafe and open a landlord to legal challenge. The appointed consultant will be expected to be a proactive member of the team managing the services. The consultant will be responsible for ensuring that the Councils property portfolio is fully compliant always and that suitable records of all such activities are maintained and fully available for review. The services required include the following quality control and compliance management activities: — service management of annual gas safety checks service plan, — safety certificate validation (includes servicing, inspection and installation certificates), — post service site audits, — CO investigations, — condition surveys, — energy performance certificates, — client training, — specialist technical advice. The consultant will be responsible for liaison and advice with all parties and tenants including attendance at tenant’s meetings and assistance with resolving complaints and disputes however reported in line with Medway Council requirements. Recording and timely redress of all gas related complaints and providing feedback in line with Medway Councils requirements. Being flexible with the service provision to allow for changing requirements and legislation. The management provider must have and maintain the Gas Safe registration throughout the term of the Contract. The consultant will be responsible for managing all technical aspects of the of the gas contract on a daily basis and be responsible for keeping Medway Council fully informed in respect of any pending and/or proposed operational contract change requirements in order to meet all current gas legislation. The consultant will provide technical advice and expertise to Medway Council and/or the assigned service provider(s) including visits to site to assist in resolving problems and issues. The Contract term will be for 10 years (5 years fixed, plus optional 5-year extension), commencing on September 2019.
