Tender description
Network Rail has a requirement for the provision of services related to the recruitment of temporary workers. Network Rail is therefore conducting early market engagement with potential service providers. The intention of this market engagement is to provide insight into Network Rail's current ideas and thinking, as well as to gain insights from the market on market capability and emerging trends and themes. This notice is not a call for competition, nor does it constitute the initiation of any tender opportunity or otherwise. Network Rail has an ongoing requirement for the recruitment of temporary workers across its organisation. Temporary recruitment is defined as the identification, selection, recruitment and tracking of temporary workers. These can be: — individuals on a temporary assignment with Network Rail paid via an approved third-party supplier, — individuals paid an hourly/day rate for a temporary assignment, — day rate agency workers and contractors, — named individuals from a professional services supplier. Network Rail has identified various ‘needs’ and ‘wants’ for its temporary recruitment activity by conducting a wide initiative to better understand its requirements. These 'needs', and where possible, the 'wants' will be achieved by developing and improving internal processes, procedures and knowledge, as well as by developing a procurement strategy which enables the procurement of a solution aligned to these business requirements. Any future agreement with a supplier or suppliers will promote collaboration, customer focus, and strive for continuous improvement. Network Rail is considering the use of one or more suppliers to deliver the following services (not an exhaustive list) for the recruitment and engagement of temporary workers across multiple sites and locations nationwide: — access to the latest recruitment technology — supporting and enabling, — resourcing capability to deliver end-to-end recruitment process, — account management capability, — accurate and timely management information providing business insights. The recruitment of permanent and fixed term employees on Network Rail’s payroll, including internal secondments, does not fall within the scope of this market engagement. The provision of contingent labour and professional services to fulfil a service contract does not fall within the scope of this market engagement. Early market engagement process: Network Rail will first undertake a questionnaire phase, where interested parties will be asked questions regarding the requirements. Subsequent to this questionnaire, one or more industry events may be held (currently anticipated to be in June/July 2019), to which all interested parties will receive information on. The precise details of the industry event(s) are still to be fully defined, however it is currently deemed likely to involve either individual supplier meetings with interested parties or a wider industry day with multiple suppliers. Network Rail will provide interested parties with an information pack prior to the event.
