Summary of the work To oversee the final stages of the delivery of a complex IT programme to deliver a structures asset management system into live operation ffor use on the Highways England road network. This is a key deliverable for Highways England that is urgently needed to replace the existing life expired product. The current contract expires in April and is also being re-procured What Specialists Work On Highways England is responsible for operating, maintaining and improving all 4,300 miles of England’s motorways and major A roads – and we're aiming high for the future. We have major plans to revolutionise the strategic road network with innovative design and smart technology. We will connect communities, sustain businesses and keep the economy moving. A key component of this strategy is to deliver a Structures Asset Management solution and we are working with Bentley Systems Ltd to achieve this. This work is to oversee the final stages of the delivery of the Bentley Structures product. Skills & Experience • Experience in project and programme management in an asset management related sector. • Proven track record of delivering difficult and challenging projects • Record of understanding of scope of ICT Projects • Supplier relationship management during challenging periods and programmes • Record of understanding of scope of ICT Projects • Experience of implementing ICT change amongst users • Planning, scheduling and delivery • Team and stakeholder management • Risk and issue management • Ability to start work on contract award Nice to Haves • Knowledge of asset management or general asset data management desirable • Experience of having worked in a sensitive contractual / political context • An understanding of the culture, politics and management structures within Highways England or a similar company Work Location Highways England, 5 St Phillips Place, Birmingham, B3 2PW Working Arrangments The individual providing this team will need to be able to maintain the current working relationship with Bentley (the supplier) and also with Highways England IT senior management team and key stakeholders in safety, engineering & standards and operations. The individual will have overall deliverable accountability of the Structures product. They will be independent of the other IT consultants and report directly to the Technology Programmes Delivery Director. They will call-off the following IT assurance skills from separate contracts. The Programme Lead will be tasked with ensuring that this team is agile and will deliver HE value for money. The budget will be for a maximum of 233 working days for the specialist who we anticipate to be SFIA level Set Strategy/Inspire. 10. We do not know who will apply. Responses will be evaluated solely on their submitted answers. They will not be 'preferred' as such. 12. Hi, how important are nice to have skills for this role? Are you going to score/select the candidate on the basis of these skills? Will these skills play an important role in the eventual selection of the candidate? We will shortlist candidates based on these skills - however the emphasis is on essential skills and experience as a score of 1 or less for any of the essential skills criteria will eliminate suppliers from the competition. Final selection will be based on Work History and Interview. 13. "An understanding of the culture, politics and management structures within Highways England or a similar company", in the context of the above question, what companies are similar to Highways England, is it possible for us to get some names of the companies you are going to consider similar to Highways England. Network Rail, Transport Scotland and Traffic Wales are obvious examples. Any large organisation (preferably governent) that has responsibility for assets on a national scale. 14. What maximum Daily Rate is sign-off for this role? I am afraid we do not understand the question. Please rephrase the query if the previously answered questions do not address this. 15. Is there any scope for working flexibly for some of the time or is the role based full-time 5 days per week in Birmingham? The role is based in Birmingham and they will be expected to be in the office at least 3 days a week, but some weeks may require 5 days attendance. Therefore, there is some flexibility to work form home on occasion and we have assumed that a minimum 20 days leave will be taken.
