Nursing home construction work

Tender description

The Contracting Authority wishes to purchase nursing care beds in good quality homes situated within the London Borough of Southwark using a negotiated approach with service providers that currently operate or plan to operate nursing care homes within the borough. The Contracting Authority wishes to purchase good quality beds in buildings situated within the London Borough of Southwark that have been suitably adapted, purposely designed and registered with the Care Quality Commission for this purpose, and which provide value for money and support the local market. The Contracting Authority would encourage an application from any provider that can deliver these requirements by 2022 to align with the commitments as set out in the Council Plan. A draft service specification, co-produced with local people and key multi-disciplinary leads will form the basis of negotiation with providers that have submitted a satisfactory Supplier Questionnaire. It is anticipated that the negotiation will cover areas such as: — a detailed assessment of the cost of a bed, — bed numbers to be covered by any contract, — the ratio of beds for standard and dementia nursing care, — the mix of nursing and care needs of the residents as defined in the service specification, — approach to delivering the service to the required standards set out in the service specification, — approach to multi-disciplinary partnership working, — length of contract term and any specific targets or milestones to be achieved during that term, — process to be followed if quality, such as CQC rating falls below ‘Good’, including agreed improvements and revised payment arrangements, — how general void costs can be minimised for both the council and the provider. The contract negotiations will also explore the application of the Southwark Ethical Care Charter, aligned to the contracting authority's Fairer Futures Procurement Strategy.
