NHS Arden and Greater East Midlands CSU (AG CSU) on behalf of Stoke on Trent CCG (here onwards known as the commissioner) is inviting all interested parties to participate within a market engagement exercise relating to the procurement for providing GP Services (APMS) at Willow Bank Health Centre, Stoke-on-Trent, ST3 6AB. The commissioner is seeking market input for making informed decisions regarding the procurement and for developing relevant documents in accordance with those decisions, before publishing a formal procurement opportunity. Completed questionnaires will need to be submitted by the closing date of 3:00 p.m. Friday 21.6.2019. Please provide any rationale behind your responses within the questionnaire. Any information provided will be kept confidential and considered in designing the scope of the service. By way of the proposed procurement, the commissioner is looking to select a service provider for providing GP services (known as ‘The service’ from here onwards) in accordance with the APMS contract from 2 premises collectively known as Willow Bank Health Centre. The Willow Bank Health Centre will have an existing and growing patient list; however, will not include a walk-in element. As at April 2019, the patient list size for the Health Centre was as below: 11 302 (weighted 10 632,55). The service must be GP Led and provided by GPs, nurses and other clinical professionals or healthcare workers. The successful service provider will be expected to: — provide primary care services which will be accessible, convenient and responsive, — design services around the needs of patients and carers, ensuring they are offered more choice and a greater say in their treatment, — have processes in place to evaluate and continually improve on patient satisfaction, — have processes in place to engage effectively with the local communities, — participate in National Quality and Outcomes Framework (QOF), — provide all enhanced services and remunerated in line with the relevant Directions as specified by the commissioner on an annual basis, — promote healthy living with the aim of tackling the underlying causes of ill health, — be an active member of the locality group of GP practices in Stoke on Trent including the nationally mandated Primary Care Networks (PCNs). There will be a requirement to work collaboratively and at scale with other local providers of primary care services within the local area. Contracting Authority and contract duration: The contract will be established between the successful service provider and the Stoke-on-Trent CCG. Duration of the contract resultant from the procurement will be determined after taking various factors into consideration. Intelligence gathered from the Market Engagement exercise is 1 of such factors. Contract value: It is anticipated that the successful provider will be paid in accordance with the latest GMS rate applicable, with provider having the opportunity to earn extra income via QOF and CCG GP Enhanced Commissioning Framework. The premises: The successful provider will be expected to provide service from the purpose built, leasehold, health centre. The health centre comprises 17 consulting rooms and 6 treatment rooms. Procurement timescale: The procurement will be open to the entire market to participate, including the current providers. It is anticipated that the tender will be published in June 2019. The successful provider will be expected to be fully operational and providing the service from 1.4.2020 to ensure continuity of patient care.
