The Government of Jersey is currently preparing a new spatial development plan, known as the Island Plan, which will cover the period 2021-2030. As a self-governing entity, the Government of Jersey effectively performs both national and local planning functions under the auspices of the Planning and Building (Jersey) Law 2002. The island is not required to follow the requirements of British and European legislation, convention or directives that are of relevance to the plan-making process, but does generally seek to follow established plan-making principles applied to plan-making in the UK. Jersey has a statutory plan-led planning system, which must provide for the orderly, comprehensive and sustainable development of land in a manner that best serves the interests of the community. The definition of ‘land’ in Jersey includes the marine environment, and hence the spatial extent of the Island Plan relates to the island of Jersey as well as its coastal waters and offshore reefs.
