Tender description

NHS England Specialised Services is commissioning Severe Intestinal Failure (SIF) Services for the population of England. It is intended that this will be split into 2 phases: Phase 1 is to commission a number of Integrated Centres (IC), treating patients with SIF Type 2 and 3 across England. They will provide SIF management and related hospital care and the local Home Parenteral Nutrition (HPN) service. In addition to support transition, 2 national reference centres (NRC) will be commissioned for a 3 year period. To be considered as a NRC lot, your submission for the IC(s) must be successful. Phase 2 is to commission HPN Centres only in the areas not covered or awarded in Phase 1. Successful bidders who have been awarded a contract for an IC/s in Phase 1 will have the opportunity to bid to provide additional HPN services in other locations outside of their awarded lot. Bidders who were unsuccessful or did not bid in Phase 1 can bid in Phase 2 to deliver HPN services. NHS England is looking to commission a number of providers to carry out severe intestinal failure services across England. This procurement is to be split into 2 phases as explained in this notice. It is the commissioner's intention to split Phase 1 into 20 lots as outlined in the attachment to the PIN notice. The commissioner welcomes any feedback on this lotting proposal and would appreciate it if potential bidders could respond via the market engagement questionnaire available as detailed below. This service is expected to be fully operational by 1.9.2020 (Both Phase 1 and Phase 2). Indicative funding (pending approval and further analysis) available for the Services is a total of 187 300 000 GBP p.a. NHS England (specialised commissioning) is considering a contract length or 3 years with the option to extend for a further year, (i.e. 3 + 1). NHS England is asking potential bidders to complete a market assessment questionnaire to help inform the future commissioning strategy. This can be accessed on the following website https://uk.eu-supply.com/login.asp?B=agcsu and then go to Quote/tender 35653 — Market Engagement for the provision of severe intestinal failure services, and complete and submit the questionnaire. The aim of the market engagement exercise is to inform potential providers on the opportunity and to collate feedback on the proposed market intervention. The information will be used to assist the commissioner in deciding on the most appropriate strategy for the future procurement. Questionnaires must be submitted by 3:00 p.m. on the 17.6.2019. NHS England is holding 2 Market Engagement Webinars, details below: 1) This webinar is aimed at providers likely to bid for services in the North and Midlands areas. This will take place on the 11.6.2019 and will last approximately 1 hour; 2) This webinar is aimed at providers likely to bid for services in the London and South areas. This will take place on the 14.6.2019 and will last approximately 1 hour. If you wish to attend either of the above webinars, please register by sending your name, title and organisation and contact details to the following email: carey.bovington@nhs.net. Webex details will be circulated nearer the time. Any submitted response to this PIN notice will not automatically entitle your involvement in any future procurement exercise. Any procurement conducted as a result of this notice will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when it is published. Arden and GEM CSU welcomes and appreciates your organisation’s effort for registering interest to participate within the procurement exercise related to this PIN notice, but wishes to stress that your involvement at this stage will not carry any commercial advantage in any ensuing procurement process.
