Tender description

Brighton and Hove Clinical Commissioning Group (the CCG) and Brighton and Hove City Council (the Council) (collectively known as the commissioners) have sought tenders for the provisions of services which will form the community roots service, an integrated service providing community mental health and well-being services to adults in Brighton and Hove. The service will deliver a broad range of non- clinical prevention, well-being and recovery support and will offer people choice over the type of support accessed. The service as a non-clinical service is not responsible for providing clinical treatment and interventions rather it will provide psychosocial and well-being support to complement clinical services across a range of mental health and well-being need. The services were procured using a procedure designed in accordance with the ‘light touch regime’ (Schedule 3) of the Public Contracts Regulation 2015. In the specification the commissioners requested that bidders be innovative in their responses, and that in order to achieve the best possible outcome for service users the process incorporated opportunities for the commissioners to discuss proposals that they put forward. To this effect the commissioners designed a process that incorporated some of the features of the competitive procedure with negotiation introduced by the PCR 2015.
