Barnsley Metropolitan Borough Council is looking to establish a contract with a provider to deliver a specialist stop smoking service, targeting 3 priority cohorts of people; routine and manual workers, individuals with mental health disorders and secondary care, whilst ensuring a universal offer remains in place to support residents of Barnsley. The provider is expected to achieve the following outcomes: — contribute to the reduction in smoking prevalence in the Barnsley population particularly in priority groups, — contribute to the reduction in health related inequalities, — trained and competent workforce. This works towards the ambition of a ‘Smoke-free Barnsley’ described through the 3 pillars of tobacco control: — preventing people from smoking, — stopping people from smoking, — protecting people from second hand smoke. The provider will offer specialist support, but a universal offer will also be included. The provider will be expected to develop opportunities for innovative work, provide added value and contribute to making smoking invisible complimenting the work which is already underway through Barnsley’s steer on taking a whole system approach to tobacco control. The provider will be expected to provide evidence based equitable, specialist support for smokers who need it and are willing to make the necessary commitment to quit smoking. This will include the combination of behaviour and pharmacotherapy. It is important that three priority groups are targeted as part of this service: — secondary care, — mental health (diagnosed), — routine and manual workers. In line with national, regional and local developments the provider will be required to adopt a specialist model for quitting smoking in secondary care to improve patient related outcomes and increase referrals/retention for the stop smoking service. The development of the Barnsley QUIT programme is broadly based on the principles of Ottawa model, and the provider will be expected to support the development and implementation of this. They should be a key delivery partner in Barnsley Hospital NHS Foundation Trust’s (BHNFT) QUIT programme, and part of the South Yorkshire and Bassetlaw region wide approach to support people to quit smoking. South West Yorkshire Foundation NHS Trust (SWYFT) are also involved in this programme to support people with mental health problems. The value of the contract is anticipated to be 353 000 GBP per year, however bidders should note that as part of the ongoing development of the QUIT programme in BHNFT/SWYFT, there may be opportunities for additional funding that could increase the capacity of the Barnsley Stop Smoking Service. Although not confirmed, if additional funding is received, there would be a requirement to support additional referrals from secondary care and mental health. There would be an expectation for the successful provider to have sufficient flexibility within their service delivery model, to manage the additional referrals and the requirements of QUIT, with possible extra resource of up to 150 000 GBP per annum. Regardless of whether the funding is made available to the successful provider to enhance the tendered provision, or whether any additional funding is retained there will be an expectation of the provider to work alongside key stakeholders in the implementation of any additional work programme.
