This is a Prior Information Notice (PIN) only for Early Market Engagement (EME) for developing a Business Case. Publication and call for competition will be conducted subject to approval of the business case as well as of a fully defined scope of work. DFID Tanzania is designing a new programme to improve the quality of pre-primary and primary schools in Tanzania. The programme will include 4 outcomes: improve learning outcomes for all children, improve transition rates to secondary school for girls, prevent physical and sexual violence in and around schools, and help children with disabilities access quality education. DFID Tanzania is designing a new programme to improve the quality of pre-primary and primary schools in Tanzania. The programme will include four outcomes: improve learning outcomes for all children, improve transition rates to secondary school for girls, prevent physical and sexual violence in and around schools, and help children with disabilities access quality education. The programme will work through 2 main approaches: (i) Payment by Results (PbR) financing to the Government of Tanzania to incentivise national reforms to the education sector. This will be managed through a Memorandum of Understanding with the Government of Tanzania and supported by a contracted technical assistance; (ii) testing, adapting, and delivering at scale, based in 9 regions of Tanzania, to develop proven, at-scale approaches to achieving the programme outcomes. This will be managed by a contracted managing agent, who will also provide the technical assistance under: (i) our expectation is that bringing these 2 approaches together under a single programme and contracted supplier will enable the embedding of innovation and learning from the regional delivery approach in Government systems and policy. Current thinking is that the programme will include four outputs, organised in 4 main platforms of intervention, as listed below: — teaching: more effective and equitable teaching, changing the way in which teachers teach through pre-service and in-service training for teachers (including English language training), — management: enhanced district and school leadership, — community: communities are engaged and hold school accountable, — data: availability of reliable data and effective use of data for decision making. Through each of these platforms, we expect that the programme will test the potentially supportive role of education technology. DFID will be hosting an Early Market Engagement event about the planned programme and the anticipated services required from interested parties. At this stage the design has not been finalised and as such DFID will be keen to solicit the views of the market regarding the most effective means of delivering the programme’s objectives. DFID would welcome the participation of both national and international organisations. At the event, DFID will present the programme and its proposed outputs as well as discussion on a set of key questions listed above. EME Registration: There are 2 elements to registration, both of which must be completed. Organisations should: (I) register on the DFID Supplier Portal; and then (II) complete the following Survey Monkey - https://www.surveymonkey.co.uk/r/ZCFKDDV Parties are encouraged to keep up to date with the portal over the coming weeks as further information will be added. We are happy to receive questions in advance; which DFID will respond to at the event. A read-out of the discussion will also be published after the event on the supplier portal. EME Event: The event will take place on 14.6.2019 from 10:00 to 13:00 (East Africa Time) in Umoja House, Garden Avenue, Dar es salaam. Attendees should arrive 15 mins before the start time to allow time for security clearance. There will be the facility to dial in to the event remotely via Virtual Meeting Room, however please note that this option is not recommended as it may not be possible to hear all of the discussion in the room.
