Tender description

The Council wishes to invite interested organisations to participate in a tender exercise to establish a contract for the provision of a Managed Connexions Client Caseload Information System (CCIS) and tracking service to record the learning and employment status of young people aged 16-18 on behalf of Wolverhampton City Council. All Local Authorities (LAs) in England are required, under the Education Act 2008, to track the participation in learning of all 16 and 17 year old residents and report the outcomes to the Department for Education (DfE). LAs must identify and support those young people not participating, or who are at risk of not participating in education, employment and training. To do this LAs must maintain a Client Caseload Information System (CCIS) that is compliant with the specification and data catalogue drawn up by the DfE and local data requirements. The CCIS is used to record tracking information required for reporting purposes and to record case work undertaken with young people to support them into education employment and training. The CCIS enables LAs to report to DfE via the National Client Caseload Information System (NCCIS). Management Information from NCCIS is used to report performance to DfE and is published nationally in a range of tables available on Gov.uk These tables include information about the proportions of young people in learning and not in education, employment and training (NEET) and those whose activity is not known in each Local Authority in England. The tables also show rankings for each LA and indicate which local authorities are under performing. The reporting requirements are published annually by DfE in the ‘NCCIS Management Information Requirement’. This procurement is for the provision of the tracking service including the collection, cleansing and processing of data from schools, colleges and other providers of learning and the provision of a DfE approved CCIS database platform. The provider will be expected to ensure that City of Wolverhampton’s current good performance in the NEET/Not known measures is maintained. The procurement includes ongoing maintenance of the system, training and support to system users and meeting all the reporting requirements for DfE and local reporting of the data.
