Tender description

This is a contract award notice: Strathclyde Partnership for Transport (SPT) manages bus shelters in the SPT area on behalf of a number of Councils and one of the requirements of this role is to arrange the installation of new or replacement shelters. The contract will enable us to call-off bus shelters and ground works when funding is available. The contract will operate for 4 years with rates provided for years 1 and 2 (fixed for 2 years) and rates provided for years 3 and 4 (fixed for 2 years). We require a resourceful bus shelter contractor with a depth of experience who will provide SPT with confidence in their ability to react to our various requirements within strict specified timescales. SPT wishes to establish a call-off contract for the supply and installation of bus passenger shelters within the SPT area including the provision of hard standing for bus stops and bus shelter installations. A Service Level Agreement will be set up for this contract. This is a contract award notice: We require a resourceful bus shelter contractor with a depth of experience who will provide SPT with confidence in their ability to react to our various requirements within strict specified timescales. The anticipated volume of shelters to be called-off is estimated to be in the region of 100 shelters per year, with around 15 to 20 areas of hard standing per year, however these volumes will vary from year to year and there is no guarantee this volume will be called-off as it is dependent on available funding. At times projects may arise which will result in more significant numbers of shelters being called-off, up to around 200 shelters per year. Tenderers must fully understand that the volume of work on the contract cannot be guaranteed. Funding is allocated on an annual basis and funding available for the purchase of new shelters in each year will not be confirmed until around March of each year. We will update the successful contractor as far in advance as possible of intended shelter and groundwork call-offs. There will be a requirement for shelters with no advertising unit and shelters with illuminated 6 sheet advertising units. The shelters will be aluminium frame shelters with the majority to be called-off having a curved glazed roof. There may also be a requirement for a limited number of shelters with an angled flat roof. Delivery within specified timescales is essential. A Service Level Agreement (SLA) will be required for this contract. The contractor is advised that the requirements of Construction (Design and Management) Regulations 2015 for non-notifiable projects will apply to this contract. The contractor will therefore be appointed as the ‘designer’ as defined in the regulations and will be responsible for performing the duties of the designer as they apply to this project. The contractor will also be appointed as the principal contractor as defined in the regulations and will be responsible for ensuring that all works carried out under the contract comply with the relevant requirements of the regulations.
