Luton Council is responsible for over 18 500 street lights within the borough, alongside this Luton currently employs a Centrally Managed System (CMS) across approx. 16 000 lighting units with the majority on HID lanterns and its 3 600 LED lanterns. The current system employed by Luton in Harvard leaf-nut system need to be replaced. This tender is to deploy a new centrally managed system for the borough that can rolled out alongside the HID replacement. Luton is seeking a multifunctional CMS that is capability of: — dynamic control of street light on/off times, — dimming of street lighting, — fault reporting, — act as the backbone of other control and monitoring system like environment monitoring, gullies, parking, etc. The primary objective of this project is to reduce the energy consumption used by street lighting in Luton. The aim is to see a reduction of 32 % from the current energy consumption. This tender is to deploy a new Centrally Managed System for the borough that can rolled out alongside the HID replacement. Luton is seeking a multifunctional CMS that is capability of: — dynamic control of street light on/off times, — dimming of street lighting, — fault reporting, — act as the backbone of other control and monitoring system like environment monitoring, gullies, parking, etc. The estimated total value of 1 000 000,00 set out in this notice in 11.1.5 covers the service payment and hardware cost and other cost through the term of the contract. Tenderers should read the supporting tender documents provided with this Contract Notice which provide more details on the requirements and the terms and conditions of the contract. The timescale to deliver a fully tested and acceptable solution will be agreed at the mobilisation phase.
