Tender description

DFID is seeking partners/suppliers to implement the Mobilising Data for Anti-Corruption (MoDAC) programme in Nigeria and Ghana in the first year then potentially scaling up to include Kenya and Tanzania from the second year onwards. The programme aims to improve the quality and use of corruption data, over a 4 year period, to increase the number of high-level sanctions, penalties and prosecutions in corruption cases. It would fund partnerships between professional users of anti-corruption data in law enforcement, civil society, the media and private sector. Partnerships would “follow the data” on specific corruption cases or high corruption risk events (such as a high-value government procurement or extractives contract). This programme’s main activities will be grant funding/management, technical assistance, capacity building of those engaged in partnerships and collecting and refining data for dissemination and use. We will contract through a competitive tender for a single supplier to deliver the requirement across the 4 pilot countries to facilitate follow-the-data partnerships between professional users of anti-corruption data and taking on the role of the learning partner. Procurement will take place through the EU OJEU system. DFID has already undertaken some design market engagement, but will conduct further online market engagement prior to the start of the procurement. DFID encourages interest and participation from national suppliers with the appropriate capability and capacity. Project delivery details will be worked out during the design phase. The supplier(s) will provide day-to-day management of the programme across the 4 countries, including grant/financial and fiduciary risk management, managing downstream partners, due diligence, risk management and logistical and administrative duties.as well as coordinate learning across the countries, monitor progress and disseminate lessons to other DFID country programmes and to the Innovation Hub. The intention is that the MoODAC supplier would work (at least initially) in Ghana, Nigeria, Kenya and Tanzania,countries that have already been chosen by the UK as key partners in the fight against corruption when they attended the Anti-Corruption Summit in 2016 (however dependant on the programmes success, the business need and available funding consideration may be given by DFID to expand to other areas). It would support partnerships between data-users in the 4 countries to: (a) follow the data to provide evidence to support prosecutions or sanctions on specific corruption cases or in advance of potential corruption red flags, such as a major government procurement, extractives investment, or decision on where to situate a transport link. For example, MoDAC could fund a partnership between investigative journalists, lawyers who would transform information into criminal evidence and take cases to court and NGOs who would sustain pressure by making findings relevant to communities and following upon results and/or. Or it could scale up the work of civic technology organisations to work with government and NGOs using open contracting data from public procurements to monitor implementation and prevent leakages. (b) analyse and disseminate extensive or complex data in user-friendly ways so that professionals in government, judiciary, civil society and the media can use it to identify and pursue corruption. MoDAC could fund a research institute to work with an oversight institution, such as the auditor general, to improve the quality and accessibility of their reports and/or. Or it could forge issue-based collaboration between online platforms where citizens can fact-check public commitments, data analysis hubs and private sector mobile phone providers, to access, analyse and disseminate corruption-relevant data. This programme is dependent on a strong understanding of local political economy and will require extensive in-country networks (e.g. evidence of contacts with media, law enforcement agencies, government agencies and CSOs/NGOs, etc.) to be able to identify partnerships to fund.
