Tender description

Evolving National Grids cyber detection and response capabilities is key to ongoing protection of the gas transmission assets. Investment in this space is closely aligned to the guidance set out within the Network Information Systems (NIS) directive and the National Institute of Standards and Technology (NIST) cyber security framework. Deployment of additional cyber intrusion detection system (IDS) hardware and software at approximately 90 operational sites will enable us to enhance our OT system monitoring capabilities for malicious threats and unusual traffic which could be indicative of a cyber-attack. Deployment of additional cyber intrusion detection system (IDS) hardware and software at approximately 90 operational sites will enable us to enhance our OT system monitoring capabilities for malicious threats and unusual traffic which could be indicative of a cyber-attack. As part of this Pre-Qualification Questionnaire (PQQ), National Grid wishes to have a future IDS capability which will deliver faster response times and more effective action to detect and protect against cyber-attacks on our operable sites. Key objectives: Objective 1: Appropriate levels of experienced and knowledge to support solution delivery to operational sites within an Industrial Control System (ICS) environment should be demonstrable. The work will be completed under the appropriate regulatory and governance frameworks and within an aggressive timeframe, suppliers must be confident of their abilities. Objective 2: The delivery timescales of an IDS to all sites are by the end of March 2021, with all work to be completed by this date. This date wholly aligns with the end of the current UK regulatory transmission industry price control period (i.e. RIIO T1). This procurement event focuses around the purchasing of the IDS unit and associated services. A prior phase of “preparation” of the sites will have been carried out. Following stages of this procurement event will move to a different platform for ease. National Grid reserve the right to use an E-auction following RFP Stage if appropriate. The below Split of 60/40 weighting will be for the RFP. The PQQ and DAQ stages will be a series of scored and pass/fail questions.
