Policy decisions made today have long term consequences. However, the future in which these decisions have an impact is uncertain, which makes these decisions difficult. Conducting futures work means thinking about how the future might turn out and developing policies and strategies that are agile and better suited to a variety of possible futures. To do this requires resources, collating different perspectives, and knowledgeable experts to guide people through the process. This framework will be a register of approved futures practitioners from which HMG departments and agencies can quickly, and at low cost, identify and procure futures capability development and futures services; ultimately creating better connections with external futures advice and building a stronger UK network of futures practitioners within government. We will be holding a supplier engagement day in London on Thursday 30.5.2019. Please see the additional information section for further details. Highlighting and communicating major opportunities and challenges and their related risks and uncertainties for action to be taken on. Using techniques such as horizon scanning, surveying, delphi, driver mapping and literature reviews to enable policy makers to monitor and understand the nature of the change. Developing outputs and outcomes from tools such as forecasting, scenarios, visioning, systems mapping and roadmapping to describe potential futures, what they might mean, which are desirable, and how to get there. Using processes such as policy workshops, stress-testing and personas to reveal insights into future complexity and responses to it. Understanding of the critical differences between public and corporate strategy, the policy making process, the business cycle of government departments and delivery bodies. Skill and ability to work confidently with senior executives, be able to tailor messages to specific and diverse audiences, use social media effectively, and be credible and convincing with people who may be sceptical about Futures. Develop and deliver training and coaching on qualitative and quantitative futures methodologies, using project management and communication skills.
