Tender description
As part of our Procurement Strategy to support the development of our service specification, Liverpool City Council is seeking to engage with potential consultants / consultancy firms who have the expertise, capability and knowledge to demonstrate justification for an Article 4 Direction that withdraws Permitted Development Rights for change of use to HMO dwellings. The aim of this questionnaire is to notify the market of our future plans and to gauge interest in this opportunity with consultants / consultancy firms. This will support and provide Liverpool City Council with a controlled and a compliant route to market that focusses on added value. Once we have engaged with the market and understand who has the expertise, capability and knowledge, a full procurement exercise will be conducted to appoint a consultant.
