Tender description

This notice is a call for competition under an open type Procedure requesting bids for NHS Midlands & Lancashire CSU (MLCSU) on behalf of the Commissioners, NHS Leicester City, NHS East Leicestershire and Rutland and NHS West Leicestershire Clinical Commissioning Groups (CCG's). The service must be delivered across the geographical reach of all 3 CCGs. The CCG's wish to publish their intent with regards to the following service: The LLR Children & Young People Emotional Mental Health & Wellbeing Triage and Navigation service will offer access to a wide range of information and advice, triage and signposting to the right services to meet the identified needs of the children and young people. The service will be delivered by a range of clinicians, both experienced generalists and specialists either via the telephone or online referrals. Self-referrals will be available via a dedicated telephone line. It is envisaged that this will be a personalised advice, triage and onward referral service that is responsive to children's up to the age of 18 years old health needs which gives advice to health professionals in the community to provide clinical advice and support to decision making and admissions avoidance effort from a locally within the geographical boundaries of LLR. The provider must have in place a secure N3 connection. The contract value is £192,000.00 per annum. The whole life costing of this contract is £960,000.00 The Commissioners wish to offer a contract for a period of 3 years plus an option to extend for a further 2 years. The anticipated date the Commissioners would like the service to start being delivered on the 1st October 2019. The Commissioners anticipate that this procurement will be awarded to one service provider or a lead provider on behalf of a consortium. Interested providers are guided to complete and submit their bids. All completed and submitted bids must be via the NHS Midlands and Lancashire (MLCSU) eProcurement portal, Bravo by the stated deadline. Please note, this ITT will close on 26th June at 13:00 hours The contract term will be for 3 years plus 2 years extension period. The CCGs reserve the right to award in part or in whole. The CCGs reserve the right not to proceed with award. "Light Touch Regime" services: This service is classified as clinical which comes under the Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). The contracting authorities are not voluntarily following any other part of the Regulations. As the CCGs are relevant bodies for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement.
