Tender description

Brighton and Hove Clinical Commissioning Group (the CCG) are considering commissioning an IAPT service under a single provider contract. IAPT services are a key, nationally mandated part of the primary care mental health pathway. The purpose of this Request for Information is to gauge market interest and feedback via the RFI response form for the provision of an IAPT service and provide the CCG with valuable information to help update and improve the current service specification. Brighton and Hove Clinical Commissioning Group (the CCG) are considering commissioning an IAPT service under a single provider contract. IAPT services are a key, nationally mandated part of the primary care mental health pathway. The current service is an adult (age 18+) IAPT service providing a community mental health triage, assessment and interventions for mild to moderate mental health needs, for those do not meet the threshold for secondary mental health services. This service provides a range of evidence-based primary care based therapeutic interventions supported by NICE guidance. The IAPT service is expected to achieve nationally mandated targets: — access rate 25 % of eligible population by March 2021, — recovery rate of at least 50 %, — 75 % of people referred to IAPT should start treatment within 6 weeks, — 95 % of people referred to IAPT should start treatment within 18 weeks. Key aims and objectives: The CCG has the following ambitions for the service that it wishes to commission: (a) a community-based range of evidence based therapeutic and clinical interventions to support people with mild and moderate mental health conditions; (b) a service that meets nationally mandated targets as listed above and adheres to national guidance on effective IAPT services and outcomes; (c) a service that can offer a range of interventions to people with a variety of more complex needs and risks (including those with long term conditions and medically unexplained symptoms) but do not meet the criteria for more specialist mental health services; d) a service that works in partnership with other providers of mental health services in the system across the City. It is anticipated that the service would be offered for tender under a standard NHS contract for a period of 3 years commencing on the 1.6.2020 with option to extend for a maximum of a further 2 years. The value stated represents the total value over 3 years (the contract primary period). The purpose of this RFI is to gauge market interest and feedback via the RFI response form for the provision of an IAPT service and provide the CCG with valuable information to help update and improve the current service specification. This is a process designed to help the commissioners form a view of the best way to commission the service and is not the beginning of a tender exercise. A further tender advertisement will be issued at the appropriate time as/if required. You will not be disadvantaged in any subsequent tender process if you choose not to respond to this RFI but the commissioners will use the level of response received as part of the supporting evidence for any next steps taken. The commissioners wish to understand your views at this early stage, so you are encouraged to respond and complete the RFI form as fully as you can.
