Tender description

The Council is carrying out this market engagement exercise to seek intelligence from the market in order to help shape any forthcoming procurement. Therefore interested supplier's are invited to complete and submit the supplier questionnaire (please see Appendix A — separate MS Word document) following the instructions in PPME Document. Supplier questionnaire’s must be received by 12:00 (noon) on the 4.6.2019. The Council currently has a term contract with WSP/Arup to run professional services (Client Service Term contract — CST) which runs from October 2012 to October 2024. In addition to this there is a separate Transport Planning Framework contract (which began in April 2016 and is due to run to March 2020) and has AECOM as the first preferred supplier and WSP as the second preferred supplier. It is considered advantageous to maintain a separate contract and/or framework for transport planning services outside the main CST service. However, in order to give the Council access to a broader range of expertise, it is seeking to expand the scope of this contract to incorporate other professional services. As such, the Council has provisionally scoped for the transport, planning and infrastructure services as laid out in Section 3. This incorporates not only traditional transport planning services, but also spatial planning and policy, transport appraisals for new developments, environmental support and development of major transport schemes.
