Why the Work is Being Done DCMS supports the creation of a growing, innovative and thriving cyber security sector in the UK where: • security companies prosper, and get the investment they need; • government, academia and private sector collaborate closely to spur innovation; • customers of Government and industry are confident and prepared to adopt cyber services. To achieve this, the sector needs an informative and effective online hub that facilitates cyber business, enables collaboration and informs users of opportunities across the sector. Currently this function is being served by the Cyber Exchange website (http://cyberexchange.uk.net) Problem to Be Solved This Discovery seeks to establish exactly what the user needs are and whether they are being met by the Cyber Exchange website. The output of the discovery should be a clear understanding of who the users are, how they can be better supported and how we can ensure ongoing use of an online hub. Who Are the Users We believe the users include: - Cyber companies - Government departments who work on cyber security (including, but not limited to DCMS, Department for International Trade (DIT), Cabinet Office) - Organisations (public and private) that deliver initiatives to grow the sector (including but not limited to InnovateUK, the GCHQ Accelerator, LORCA, TechNation) We believe that users need to be able to access information on: - Cyber companies (directory) - Cyber initiatives and support programmes (both public and private sector such as accelerator programmes, investors etc) - Cyber events - DIT Trade missions - Cyber News Early Market Engagement None Work Already Done No prior Discovery completed on this website but the website has been live for approximately 4 years. Existing Team The team provided will be expected to work with and report to the DCMS Cyber Security and Data Directorate. They will not be working with any other supplier. Current Phase Discovery Work Location DCMS, 100 Parliament Street, London as well as other locations to meet with users of the Cyber Exchange. Working Arrangments This will be confirmed upon agreement of the initial written proposal, however it is expected that for some of the Discovery, the Supplier will be required onsite at DCMS. No expenses will be covered. Security Clearance The supplier must confirm their team has the right to work in the UK and provide evidence of this should they be shortlisted to full evaluation stage. The Supplier's team may be required to obtain BPSS Clearance, which DCMS will help to organise. Additional T&Cs The successful Supplier will be required to adhere to DCMS Data Security Policies. The Buyer reserves the right not to award a contract. The successful supplier will be expected to comply with the Government Digital Service (GDS) Service Manual, and deliver the Discovery in line with the Digital Service Standard as well as the Technology Code of Practice. Expenses for travel and subsistence incurred by the Supplier in the London and the Greater London area will not be paid. Any other expenses will be agreed within the contract and any SoW. Skills & Experience Analysing and presenting outputs from user research in the context of digital development Experience of translating user research outputs into stories and working with Analysts and Developers to ensure that user needs are reflected in the product. Experience of identifying users of digital services in the public domain and securing their participation in user research. Experience of effective engagement with current and potential users, including assisted digital users.
