Tender description
Birmingham City Council (the Council) wishes to invite potential suppliers to submit tenders for Vulnerable Persons Resettlement Scheme — Support and integration services. The Council is seeking organisations to provide integration services for Syrian refugees who arrive through the Home Office funded Syrian Vulnerable Persons Resettlement Scheme. The support is specifically for years 2-5 of the 5 year scheme and is intended to be available as and when needed throughout this period of the scheme supporting each individual’s journey. The services cover 5 themes presented as 5 lots.These are: 1) Refugee Engagement and Representation; 2) Employability Service; 3) Mental Health Awareness; 4) Birmingham Navigators (social networks and public services); 5) Welfare and Tenancy Support. The proposed duration of the contracts is for an initial term of 2 years, with the option to extend for a period of 12 months, subject to satisfactory performance. An independent provider, partnership or consortia of providers to build a programmed schedule of participation, involvement and capacity building for refugees. This is so that refugees can provide a structured input into the development and delivery of SVPRS commissioned services, as well as set up and develop new community groups. An independent provider, partnership or consortia of providers to meet the varying employment support needs of refugees. This is for the purposes of providing support to refugees so that they can develop the aspirations, skills and knowledge required to find meaningful long-term employment and career pathways in the city. An independent provider, partnership or consortia of providers to provide mental health awareness to practitioners and refugees, as well as to develop a therapeutic model for working with Syrian refugees of all ages. An independent provider, partnership or consortia of providers to signpost and introduce refugees to social and community networks, activities and services. This would be based on individual requirements, such as interests and assets. The service would also provide advice and support to Syrian refugees to ensure they are effectively using and accessing public services and services and activities commissioned through the SVPRS. An independent provider, partnership or consortia of providers to provide tenancy support to all refugees leaving Year 1. This will include welfare advice and information, as well as assisting with sourcing new accommodation if either families’ needs change more affordable accommodation is needed towards the end of the 5 year integration period.
