Tender description

The authority is looking to secure the services of several suitably skilled, qualified and experienced Authorising Engineers across a range of Categories to act as Authorising Engineers (AE). An authorising is an independent engineer or other appropriately experienced and qualified individual appointed to take responsibility for the effective management of the safety guidance recommended by the Department of Health. The Authorising Engineer will act as an independent professional adviser to the healthcare organisation. The Authorising Engineer should be appointed by the organisation with a brief to provide services in accordance with the relevant Health Technical Memorandum (HTM). The professional status and role required may vary in accordance with the specialist service being supported. Both Sussex partnership trust and surrey and borders partnership Trust may contract with successful bidders. The Authorising Engineer: must be a member of an appropriate professional body with extensive experience in fire safety plus specifically within healthcare fire safety. The Authorising Engineer will act as an independent professional adviser to the healthcare organisation. The Authorising Engineer will act as assessor and make recommendations for the appointment of Authorised Persons, monitor the performance of fire safety management, and provide an annual audit to the board level director (with fire safety responsibility). The Authorising Engineer will act as an independent professional adviser to the healthcare organisation. The Authorising Engineer should be appointed by the healthcare organisation. The Authorising Engineer is a chartered engineer with appropriate experience, whose appointment is the responsibility of the Designated Person. The person appointed should possess the necessary degree of independence from local management to take action within this guidance including the implementation, administration and monitoring of the safety arrangements defined in BS 7255. The Authorising Engineer will act as assessor and make recommendations for the appointment of Authorised Persons, monitor the performance of the service, and provide an annual audit to the Designated Person. To effectively carry out this role, particularly with regard to audit, the Authorising Engineer should be independent of the operational structure of the authority (see also Health Technical Memorandum 06-02). Carry out the role of Authorising Engineer Medical Devices on behalf of the Director of Estates and Facilities. Advise on the minimum health and safety standards required to enable the authority to demonstrate that its’ medical devices comply with statutory regulations and health technical memorandums. Ensure that health and safety standards with respect of medical devices are understood and fully maintained by the workforce. Carry out periodic audits of the authority’s operations to monitor compliance with Regulations. Carry out periodic reviews of the authority’s policies and procedures on medical devices. The Authorising Engineer is appointed to act as the independent professional adviser on mechanical systems and deliver the range of Authorising Engineer services required. Mechanical systems involved are: — pressure systems, — boilers (steam and hot water), — gas (mains and LPG) installations, — diesel fuel storage and associated storage tanks. The principal responsibilities of the Authorised Engineer are as follows: To provide to Management and others, general and impartial advice on all matters concerned with electrical services supply and distribution safety: this will include design of facilities, specification and procurement of mechanical systems, etc. To assess and recommend in writing the number of Authorised persons to provide the necessary cover for all systems and installations for which management has responsibility (modified versions of the HTM 06-02 series of documents may be used for this purpose). The Authorising Engineer will: — provide an annual audit, — attend your water safety management group providing formal evidence and demonstrating management of water hygiene risks, — review and revision of your policy/water safety plan, — routinely monitor your organisational performance, — assess and praise members of the management team and make recommendations for their appointment, — provides direction and update training, — ensure L8 Compliance. Working alongside the authority’s authorised person/s for Asbestos management the Authorising Engineer will undertake the following tasks: — review and audit the authority’s asbestos policy and asbestos management plan, — review and audit of procedures relating to asbestos management, — revision of asbestos management plan and procedures, — provide assurance to authority’s directors and board over asbestos management, — advise on suitability of offered training and associated training courses, — advise over all asbestos related matters to the Estates team and other persons, — assist other persons identified within the authority in the day to day and strategic requirements with regards to asbestos management, — audits of all persons involved in asbestos management throughout the authority, — attend meetings as requested by the authority. The roles of the Authorising Engineer are twofold: — first, they should provide professional advice and directly manage issues related to electrical installations to ensure that the electrical systems and equipment are fit for use, — second, they should ensure the safety of personnel who are using, or who are near, such equipment. An Authorising Engineer is appointed in writing by the designated person to take responsibility for the effective management of the safety guidance. The person appointed should possess the necessary degree of independence from local management to take action within this guidance. To ensure systems are fit for use, the Authorising Engineer and the Authorised Person should be consulted before major alterations or the procurement of major plant (which could adversely affect the existing installation) are made. Maintain and extend a sound theoretical approach in enabling the introduction and exploitation of new and advancing technology and other relevant situations/projects. Engage in the creative and innovative development of engineering technology and continuous improvement systems. This should include: Identify constraints and exploit opportunities for the development and transfer of technology within the area of healthcare ventilation systems. Promote new innovative applications when appropriate for the design and safe operation of healthcare ventilation systems. Secure the necessary intellectual property rights. Develop and evaluate continuous improvement systems.
