Why the Work is Being Done Undertake a Scoping Exercise to inform the development of a Digital Strategy for Lisburn & Castlereagh City Council. This work will build upon and consolidate the work done to date by the Council as part of the Belfast Region City Deal, to understand the scale of the challenge and opportunities for the Council and Council area, with the aim of providing a road map and next steps for developing a digital strategy, engaging with internal and external stakeholders, and identifying the state of readiness for the roll out of the Belfast Region City Deal digital pillar across the Council area. Problem to Be Solved Building upon and consolidating the work done to date as part of the Belfast Region City Deal, this assignment will provide a medium and a roadmap to signpost and support delivery of Lisburn & Castlereagh City Councils digital first ambitions. Who Are the Users Key stakeholders include but are not limited to: Local residents or businesses who need to more easily access services from their local Council, and develop digital skills. Local businesses from across all sectors who need to embrace new digital capability for growth Visitors to the council area who want to utilise digital technologies as part of the tourist experience, as well as tourism and hospitality providers Council employees and Elected Members to engage digitally with customers and local resident's, with opportunities to develop digital skills, and developing innovative ways to engage digitally with other public and private organisations. Early Market Engagement Not applicable Work Already Done Not applicable Existing Team The supplier will be working with a cross departmental council working group to lead the development of the scoping exercise, with input from staff across every service in the organisation. An internal programme board will be established. The senior responsible owner will be the Director of Service Transformation, and the Programme Manager will be the Belfast Region City Deal Coordinator. The project will report directly to the Councils Corporate Management Team and Chief Executive, with presentations and workshops for Elected Members, staff, the local private sector and other key stakeholders as identified in the project proposal. Working Arrangments The Council wishes to adopt a collaborative approach, and with a requirement for content expertise in digital innovation and service provision, working arrangements will be flexible, and will depend upon the scope of the work and delivery timeframe identified in tender submissions. Working arrangements are expected to include face to face meetings, emails, conference calls, and workshops. The Council will require a Single point of contact to be identified by the Supplier, along with the names of the team to deliver the project.
