Legal Services Framework with Local Authorities and Transport Infrastructure Ireland acting as Client

Tender description

TII is procuring the provision of legal services under a Framework Agreement ("the Framework").The legal services are associated with the design, construction, operation, maintenance, and all other aspects of roads projects nationwide. The users of the Framework are TII itself and the Local Authorities. These bodies will be entitled (but not obliged) to draw down services from the Framework in accordance with the rules of the Framework. The Framework will have a fixed duration of 2 years, the Framework duration may, at the discretion of TII, be extended for up to a further 2 years, at 12-monthly intervals, from the date when this Agreement would otherwise have expired, by notice in writing by TII to the Law Firm. Tenderers will note that this competition contains six lots. Details of which are set out in attached documents. Each lot relates to specific Local Authority areas and specific services to be provided within those areas. As regards the service breakdown in the lots, TII has Project Management Guidelines (latest version 2017), available at http://www.tiipublications.ie/library/PE-PMG-02041-01.pdf. In these guidelines, roads projects are broken into a number of phases. These are: • Phase 0 – Scope and Pre-Appraisal • Phase 1 –Concept and Feasibility; • Phase 2 – Option Selection; • Phase 3 – Design and Environmental Evaluation; • Phase 4 - Statutory Processes; • Phase 5 – Enabling and Procurement; • Phase 6 – Construction and Implementation; • Phase 7 –Closeout and review.
