Tender description

The Mental Health Commissioners in Kirklees (which consists of Kirklees Council, the Greater Huddersfield and North Kirklees NHS Clinical Commissioning Groups — the “Commissioning Partners”) have commissioned a Mental Health Community Options Services (MHCOS) for people living within the boundaries of Kirklees Council who experience a range of mental ill-health issues. This new service replaces the following services currently commissioned by Kirklees Council: — self-help, wellbeing and recovery service, — MH creative arts service, — mental health, wellbeing and the environment (currently The Great Outdoors), — carers options service, — MH Advocacy and IMHA Service, — women's MH service. The tender opportunity was advertised and managed through the regional procurement portal www.yortender.co.uk The commissioning partners have commissioned a mental health self-help, wellbeing and recovery service which will support and enable individual’s to work towards improving their own mental and physical wellbeing and recovery. The commissioning partners also wish to encourage the development of a partnership of providers, working together innovatively and collaboratively to achieve positive outcomes for individuals by improving their experience and enabling better, more effective quality service provision, using resources available more effectively. The anticipated start date for the contract is 1.4.2019 or such other date as may be agreed. It is anticipated that the contract will be for 3 years with an option to extend for a further period or for successive periods up to 31.3.2024, or other such date in line with the start date. The estimated total annual value of the self-help, wellbeing and recovery service is 585 602,00 GBP. The service is likely to be subject to the implications of the Acquired Rights Directive EU 2001/23/EC and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (as amended) (“TUPE”). However it is a matter for the Tenderers to determine for themselves whether or not TUPE applies to their prospective Tenders, and it is strongly recommended by the Council that Tenderers seek their own independent professional advice (including any legal, financial or actuarial advice) in this respect in order to fully understand the potential consequences of TUPE before compiling and submitting their final tender submissions to the Council. Due to the anticipated value of the contract for care services the Council ran a procurement exercise under the light touch regime set out in the Public Contracts Regulations 2015. The Commissioning Partners recognise that there is a strong relationship between participating in creative art experiences and improvement in individuals’ overall health and wellbeing. In recognising this they have commissioned a creative arts service which will encourage people to identify their assets and to develop artistically and socially, benefiting both the individual and the wider community. This will be achieved by encouraging the creativity and artistic quality of the individual whilst supporting and enabling individual’s to work towards improving their own mental and physical wellbeing and recovery. The scope of the service will also complement work by professionals within other mental health services, provide professional artistic development and direction whilst offering opportunities outside of mainstream mental health services, including pathways into learning and employment. Kirklees Council is investing in a service that is designed to maximise access to, and participation in outdoor green spaces for people living within the boundaries of Kirklees Council and who are experiencing a wide range of mental health issues, including those with Dementia and those with learning disabilities whose primary need is for mental health support. The service addresses the wider social determinants of health as a way of seeking to improve overall health and wellbeing, reflecting a positive alignment with public health and which will seek to engage with people who are in recovery from serious mental illness and with people who need additional meaningful activity as part of a plan to prevent emotional problems or issues associated with their Dementia from escalating. The Commissioning Partners wish to encourage the development of a partnership of providers, working together innovatively and collaboratively to achieve positive outcomes for individuals by improving their experience and enabling better, more effective quality service provision, using resources available more effectively. The anticipated start date for the contract is 1.4.2019 or such other date as may be agreed. It is anticipated that the contract will be for 3 years with an option to extend for a further period or for successive periods up to 31.3.2024, or other such date in line with the start date. The estimated total annual value of the mental health, wellbeing and the environment service is 107 000,00 GBP. The service is likely to be subject to the implications of the Acquired Rights Directive EU2001/23/EC and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (as amended) (“TUPE”). The Commissioning Partners have commissioned a women’s mental health service for women who need a safe and secure women only environment and which will provide safe, non-threatening and supportive women-only spaces. The service will promote recovery, social inclusion and self-determination, decrease social isolation and assist where appropriate in the journey into employment, voluntary work, work experience and further education. The service will be ageless and Dementia friendly. The commissioning partners also wish to encourage the development of a partnership of providers, working together innovatively and collaboratively to achieve positive outcomes for individuals by improving their experience and enabling better, more effective quality service provision, using resources available more effectively. The anticipated start date for the contract is 1.4.2019 or such other date as may be agreed. The commissioning partners, along with the Public Health department of the Local Authority, have commissioned a service which will improve the support across the Kirklees area to Carers of individuals experiencing or who are in recovery from mental ill-health. It will also include those with Dementia living in community settings and who have or are awaiting a formal diagnosis, those providing support to a person experiencing problematic substance misuse, including alcohol problems, or where an individual has a dual diagnosis involving co-existing mental health and substance misuse issues. The service will provide opportunities for carers to experience a break from their caring role, through the provision of services for carers and/or for those they care for and which will ensure the safety and dignity of the cared-for person. The commissioning partners also wish to encourage the development of a partnership of providers, working together innovatively and collaboratively to achieve positive outcomes for individuals by improving their experience and enabling better, more effective quality service provision, using resources available more effectively. The anticipated start date for the contract is 1.4.2019 or such other date as may be agreed. It is anticipated that the contract will be for 3 years with an option to extend for a further period or for successive periods up to 31.3.2024, or other such date in line with the start date. The estimated total annual value of the carers options service is 312 718,72 GBP. The service is likely to be subject to the implications of the Acquired Rights Directive EU2001/23/EC and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (as amended) (“TUPE”). However it is a matter for the Tenderers to determine for themselves whether or not TUPE applies to their prospective Tenders, and it is strongly recommended by the Council that Tenderers seek their own independent professional advice (including any legal, financial or actuarial advice) in this respect in order to fully understand the potential consequences of TUPE before compiling and submitting their final tender submissions to the Council. The Commissioning Partners have commissioned an integrated professional independent advocacy and IMHA Service for people living within the boundaries of Kirklees Council (it is recognised that for the IMHA service, the term “qualifying patient” is used), who experience mental ill-health, including those with learning disabilities whose primary need is for mental health support. The service will provide support to individuals to enable them to be heard and develop the awareness of advocacy amongst people accessing mental health services. The commissioning partners also wish to encourage the development of a partnership of providers, working together innovatively and collaboratively to achieve positive outcomes for individuals by improving their experience and enabling better, more effective quality service provision, using resources available more effectively. The anticipated start date for the contract is 1.4.2019 or such other date as may be agreed. It is anticipated that the contract will be for 3 years with an option to extend for a further period or for successive periods up to 31.3.2024, or other such date inline with the start date. The estimated total annual value of the MH Advocacy and IMHA Service is 202 756,00 GBP. The Service is likely to be subject to the implications of the Acquired Rights Directive EU2001/23/EC and the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) (as amended) (“TUPE”).
