Tender description

In context of the envisaged technical support for the Central Bank of Egypt (CBE) the employment of international experts will advise on the Banking Supervision Reform Program of the bank. The objective of the assignment will be to assist the Banking Supervision Department of the CBE to develop and apply more risk-based supervision practices that are in line with international best practices and better identify and address the risks which the Egyptian banking sector is facing. Based on a detailed gap analysis the project will focus on supporting 2 critical areas of the regulatory and supervisory reform process at the CBE: — implementation of components to improve Banking Supervision under the Basel III regulatory framework, — establishing a Macro-Prudential Supervision function. The Contractor will be responsible for selecting, preparing, training and steering the experts (international and national, short and long term) assigned to perform the advisory tasks and will manage costs and expenditures, accounting processes and invoicing in line with the requirements of GIZ. The contractor will report regularly to GIZ in accordance with the AVB (“General Terms and Conditions of Contract”) of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH from 2014. Deliverables will be gap analyses in the various thematic topics in reference to current legislation and directives as well as international practice on the implementation of Banking Supervision under Basel III regulation as well as Macro-Prudential Supervision with strategic plans, updated guidelines and recommendations for improvement. In addition a series of workshops, train-the-trainer, peer to peer learning and capacity development activities will help the CBE to establish and maintain a stable and inclusive financial system which will be compliant with international practice and can going forward ensure positive employment effects in the Egyptian economy.
