Tender description

Staffordshire County Council wishes to engage a group of suppliers to deliver a range of Community Learning services throughout the eight districts of Staffordshire. Funding for the Community Learning provision is sourced from a contract awarded to Staffordshire County Council from the Education and Skills Funding Agency (ESFA). The community learning service currently works with schools, colleges, third sector organisations, independent training providers and local community groups to secure and deliver a range of learning opportunities for adults and families across Staffordshire. Staffordshire County Council wishes to procure its contracted provision in order to source high quality responsive and innovative community learning provision. The County Council is subject to accountability and scrutiny of the ESFA and Ofsted. All contracted provision must comply with ESFA and County Council regulations and related statutory requirements. This Procurement is for a Framework Agreement between the appointed supplier(s) and Staffordshire County Council, to supply services on an annual call-off basis. This framework will be for a 4 year period from 1.8.2019 to 31.7.2023, on an annual call-off basis. In the event the agreement is extended the extension shall be on the same terms and conditions of contract as the original agreement period and will ultimately be at the County Council's sole discretion. The County Council makes no guarantee as to the volume of business on offer and any funding values given are indicative only and intended as a general guide. These will be subject to annual allocations made to the County Council by the ESFA. Lot 1: Aims to develop a skill, acquire knowledge or pursue an interest for the purpose of cultural enrichment, intellectual or creative stimulation or to improve health and well-being. Courses may come from the following subject sector areas: — agriculture, horticulture, animal care, — hospitality and catering leisure, travel and tourism including sport, — arts, media and publishing, — social sciences and history, — languages, literature and culture. Courses should also give learners the opportunity to develop their learning skills, eg memory, reflection, independence in learning and also give the opportunity to develop their personal, social and employability skills. This lot is non-accredited. Lot 2: This area targets adults who are furthest from learning and employment, and these individuals will sometimes require additional support to be successful in their learning and to maximise the chances of them having positive progression outcomes. The programmes in this area are aimed at adults who have learning difficulties and/or disabilities, adults who have had long-term mental ill health, and adults who in other situations/in targeted groups mean that more bespoke and supported delivery is more appropriate. Lot 3: Family Learning programmes aim to encourage family members to learn together to improve basic skills and skills for development in order to equip families to thrive. The programmes will include opportunities for inter-generational learning and, where possible, lead both adults and children to pursue further learning, This area aims to enable adults to learn how to support their children's learning, to improve parenting skills, to develop parents'/carers' knowledge and skills in relation to healthy lifestyles and safety, Also to improve the English, Maths and language skills of adult's, to improve the adult's ability to help their children learn. Lot 4: Programmes focused on up-skilling and re-skilling in a vocational context, including sector specific skills and wider skills development. English and maths programmes will also feature in this lot. These courses will help adult learners to acquire/develop skills and knowledge to prepare them for employment or self- employment. Lot 5: Supports participants use digital technology more effectively, including the use of computers, tablets and phones, also supporting individuals to stay safe online and supporting individuals to access online services. Courses should aim to give learners the confidence to use the digital tools that are important to them. This could be to access local or national services, to communicate, to research, to store and present information, to use technology safely and to keep their family safe, to make the most of applications and use their potential to improve their lives in a variety of ways eg employment, shopping, creativity, leisure. Courses can also be offered in more specialist areas including: — basic IT, — digital technologies, — collaborative technologies, — emerging digital software, — immersive technologies, — introduction to website production. Lot 7: This area will fund approved accredited courses through the Adult Education Budget (AEB) responding to the needs of adult learners with a particular focus on supporting the unemployed to help them move into work. We will fund accredited courses in the areas of: — employability including English and maths, — STEM (Science, Technology, Engineering and mathematics), — digital Skills and supported learning. Awards and Certificates at E1, E2, E3, L1 and L2 can be delivered and must be achieved within an academic year. Courses must support progression opportunities and supports individuals to up-skill and re-skill to gain and improve employment opportunities.
