Tender description

Welsh Ministers (WM) wish to procure design and employer’s agent services for its A55 3rd Menai Crossing project. WM are currently envisaging appointing 2 separate teams of advisors: 1) an employer’s agent team to essentially manage the project in support of WM and 2) a design team/designer to develop a preliminary design to WM’s Key Stage 4 project status. WM will seek to appoint a contractor for the completion of detailed design and construction of the project separately. Prior to engagement of the employers agent and design team/designer, WM will have completed a detailed review to confirm (a) the type of bridge to be constructed and (b) the selection of the 2 or 4-lane crossing. This detailed review will be done in conjunction/by the WM’s Key Stage 2 consultant, AECOM. WM seek to appoint an employer’s agent to provide project management, commercial and technical advisor services (large scale bridge, highway, environmental and architectural specialists) through Key Stage 3 (Preliminary Design), Key Stage 4 (Statutory Processes), Key Stage 5 (Procurement of the D&B Contractor) and Key Stage 6 (Detailed Design and Construction). The Employer’s Agent will act in an assurance role on the Designer during Key Stage 3 and Key Stage 4 and on the Design and Build Contractor for Key Stage 6. The Employer’s Agent will also be responsible for supporting WM in the procurement and management of a D&B Contractor at Key Stage 5 and Key Stage 6, respectively. WM seek to appoint a design team/designer to undertake the design services at Welsh Government Key Stage 3 (Preliminary Design) and Key Stage 4 (Statutory Processes) for the A55 3rd Menai Crossing. The Design Team/ Designer will work alongside the Employers Agent and WM to develop the design to the end of Key Stage 4 at which point the Designer will complete their services.
