Tender description

The East West Railway Company (EWR Co.) is seeking to procure a number of specialist partners in order to assist it in completing the Development Phase of the Central Section programme, with potential to also support the company in the Delivery Phase of the programme. The Central Section programme has been established in order to deliver a railway line between Bedford and Cambridge, with a target date of the mid 2020's for entry into service. EWR Co. intends to conduct a market engagement exercise in February 2019, the details of which will be provided at a later date via the Delta system. EWR Co. would also like to request that interested parties complete and return a market sounding questionnaire; which can be found by accessing the hyperlink within section VI of this notice. Please return all completed questionnaires no later than midday on the 25.1.2019 via Delta. Project management This could include, but is not limited to, the following services: — technical assurance, — reporting and controls, — system integration, — stakeholder engagement and communications, — delivery phase requirements development, — delivery phase procurement and contract management support, — management of the consents process (development consent order or equivalent), — engineering design services. This comprises all of the pre-construction design-related services that will be required for the development of the Central Section Line. It is expected that the appointed Contractor will also perform many of the services required for the development of the development consent order (or equivalent) application. Rail systems: All services relating to railway systems during the development phase. These services will be procured separately if EWR is unable to sufficiently define this element of the requirement within the requisite time-frames.
